【브레이크뉴스 대구】진예솔 기자=대구 수성구가 지역자금의 역외 유출을 막고 전통시장과 소상공인 살리기를 위해 지역화폐 도입의 첫걸음을 내딛는다. 

수성구는 ‘수성구 지역사랑상품권 발행 및 운영 조례안’을 지난달 30일 입법예고하고, 오는 19일까지 주민의 의견을 들을 계획이라고 입장을 밝혔다.

이번 조례안은 수성구가 지역사랑상품권을 만들어 운영할 수 있는 제도적 근거를 만드는 데 초점이 맞춰졌다. 목표는 지역 내 소비를 촉진하고, 이를 통해 지역경제를 조금이나마 살아나게 하는 데 있다.

하지만 조례가 통과됐다고 곧장 상품권이 발행되는 것은 아니다. 수성구 측은 조례 입법예고 이후 다음 달 구의회 심의를 거칠 예정이며, 조례가 시행된 뒤에도 별도의 예산 확보와 정부, 대구시 등 관계기관과의 협의가 필요하다고 설명했다.

상품권의 형태는 종이형보다 모바일이나 카드형 등 디지털 방식이 우선 검토되고 있다. 실제 발행 시기와 규모, 할인율 등 세부 내용은 예산 상황과 기관 협의 결과에 따라 바뀔 수 있다.

구에서는 올해보다 내년 발행 가능성에 좀 더 무게를 두고 준비 중이다. 조례가 제정된 뒤에는 추가 주민 의견 수렴과 준비 과정을 거쳐 구체적인 일정과 규모를 정할 계획이다.

수성구는 이미 전국 곳곳에서 지역화폐가 운영 중인 만큼, 대전 중구, 경주, 경산 등 다른 지자체의 사례도 꼼꼼히 살펴보고 지역에 맞는 방안을 마련하겠다는 방침이다.

수성구 관계자는 “이번 조례안은 지역화폐 발행을 위한 행정적·제도적 발판을 놓는 작업”이라며 “조례가 시행되어도 당장 상품권이 발행되는 건 아니다. 정부와 대구시 등 관계 기관과 충분히 논의하고, 필요할 경우 주민 토론회도 열며 차근차근 준비하겠다”고 밝혔다.

Given that local currencies are already in operation throughout the country, Suseong-gu intends to carefully examine cases from other municipalities, such as Daejeon Jung-gu, Gyeongju, and Gyeongsan, to devise a plan tailored to the region.

A Suseong-gu official stated, "This ordinance bill lays the administrative and institutional groundwork for the issuance of local currency," adding, "Even if the ordinance is implemented, gift certificates will not be issued immediately. We will prepare step-by-step by engaging in sufficient discussions with relevant agencies, including the government and Daegu City, and holding resident forums if necessary."
