경북도는 지난 8월 7일 특별재난지역으로 선포된 안동시 일직면·남선면·임하면과 의성군 단촌면을 대상으로 지적측량수수료 감면을 시행한다고 19일 밝혔다.

이번 조치는 호우 피해 주민들의 경제적 부담을 줄이고 주택과 토지 등의 복구 절차를 원활하게 진행할 수 있도록 지원하기 위해 마련됐다.

경북도는 해당 지역에 대한 수수료 감면을 국토교통부에 건의했으며, 감면 승인이 이뤄지면서 특별재난지역 선포일인 8월 7일부터 2년 동안 1회에 한해 혜택을 받을 수 있게 됐다.

감면 대상은 피해 복구 과정에서 한국국토정보공사에 신청하는 지적측량이다. 토지 분할과 경계복원, 지적현황측량 등이 해당된다.

피해가 발생한 토지에서 직접 복구 작업을 진행하는 경우뿐 아니라, 기존 토지를 활용하기 어려운 불가피한 사유로 특별재난지역 내 다른 토지에 주택 등 건축물을 새로 짓기 위해 측량을 신청하는 경우에도 감면 혜택이 적용된다.

수수료 감면을 원하는 주민은 지적측량을 신청할 때 「자연재해대책법」에 따른 피해 내용을 확인할 수 있는 ‘피해사실 확인서’를 제출하면 된다. 주거용 주택 등은 측량수수료 전액을 감면받을 수 있으며, 그 밖의 경우에는 50% 감면이 적용된다.

경북도는 대형 산불과 집중호우 등 재난으로 특별재난지역이 지정될 때마다 국토교통부에 지적측량수수료 감면을 요청하는 등 피해 주민의 복구를 지원해 왔다.

2025년부터 현재까지 도내 특별재난지역에서 감면된 지적측량수수료는 모두 3,169건이다. 이 가운데 주거용 주택 등에 대한 100% 감면이 2,749건, 기타 대상에 대한 50% 감면이 420건으로 집계됐다.

박종태 경북도 건설도시국장은 “지적측량수수료 감면이 집중호우로 피해를 입은 주민들의 복구 과정에서 경제적 부담을 줄이는 데 도움이 되길 바란다”며 “피해 주민들이 조속히 일상으로 돌아갈 수 있도록 실질적인 지원책을 계속 마련하겠다”고 말했다.

From 2025 to the present, a total of 3,169 cases of cadastral survey fees have been waived in special disaster areas within the province.
