Criticism has emerged that a significant number of the heat shelters operated by Daegu City have limited operating hours or are concentrated in specific facilities, highlighting the need for institutional improvements to increase actual utilization by vulnerable groups during heatwaves.
Daegu Metropolitan City Council Member Im Hyo-shin (Proportional Representation) urged for improvements in the operational status of heat shelters, accessibility issues, and the deployment system for mobile heat shelter buses through a written inquiry to the city government.
Currently, there are a total of 1,196 heat shelters in Daegu. Of these, membership-based facilities such as senior citizen centers account for more than half, with 746 locations (62.4%). Regarding operating hours, 80.3% (961 locations) of the total close around 6 PM, while only five locations operate 24 hours a day. Representative Lim stated, “Even if there are many designated shelters, they cannot serve as an effective measure against heatwaves if citizens cannot use them freely or if they remain closed when needed.” He argued for expanding public and private facilities with good accessibility, moving away from a designation structure centered on senior citizen centers.
The lack of accessibility for the disabled and those with mobility difficulties was also identified as a problem. As instances were pointed out where wheelchair users struggled to enter due to stairs, high thresholds, or narrow doorways, he emphasized that practical mobility convenience—such as door width, ramps, and the installation of elevators—must be included in regular inspection items.
Furthermore, he called for inspections to ensure that guidelines for nighttime operation—at least one location per Eup, Myeon, or Dong—are being implemented on-site when a tropical night advisory is issued, and presented the necessity of securing base shelters for nighttime outdoor workers (delivery and designated drivers, security and cleaning workers, etc.).
He also called for the efficient deployment of mobile heatwave shelter buses, the number of which has been reduced by half (from 20 to 10). Council Member Im pointed out that priority should be given to deploying shelters in areas such as slum neighborhoods, construction sites, and industrial complexes, taking into account factors like floating populations, the elderly population, and vulnerability levels, and that operation plans should be established based on an analysis of usage data. In addition, he urged for balanced deployment to ensure that no districts or counties, such as Nam-gu and Dalseong-gun, remain without shelters.
Council Member Im Hyo-shin stated, “The core of the heat shelter policy is not the designated quantity, but the actual availability for citizens to use them,” adding, “Daegu City must undertake a comprehensive overhaul of its management system, including extending operating hours, improving accessibility for the disabled, and implementing demand-driven deployment.”
