포항시는 군소음보상금 지급 대상자로 최종 확정된 3,876명에게 이달 31일까지 보상금을 지급할 예정이라고 밝혔다.

보상 대상 지역은 국방부가 소음대책지역으로 지정한 포항비행장(K-3) 주변과 군사격장 인근이다. 비행장 주변에서는 오천읍과 동해면, 청림동, 제철동 일부 지역 주민이 대상이며, 사격장 인근에서는 장기면과 흥해읍 일부 주민이 포함됐다.

이번 보상은 2021년 1월 1일부터 2025년 12월 31일까지 해당 소음대책지역에 주민등록을 두고 실제 거주한 주민을 대상으로 한다. 포항시는 올해 초 접수한 신청을 심사한 뒤 지역소음대책심의위원회 심의를 거쳐 4,509건의 신청 가운데 3,876명을 지급 대상자로 확정했다.

지급액은 소음영향도에 따라 차등 적용된다. 제1종 지역은 월 6만원, 제2종은 월 4만5천원, 제3종은 월 3만원을 기준으로 산정한다.

다만 실제 지급 금액은 거주 형태와 지역 특성에 따라 달라진다. 비행장 주변 주민은 해당 지역에서 실제 거주한 일수를 기준으로, 군사격장 인근 주민은 월별 실제 사격일수를 반영해 보상금이 결정된다. 전입 시기와 근무지 등 법령에서 정한 감액 요건도 개인별 지급액 산정에 적용된다.

올해 보상금 신청 기간을 놓친 주민도 소급 신청이 가능하다. 보상금 청구권은 5년의 소멸시효가 적용되는 만큼, 신청하지 못한 주민은 내년 1~2월 예정된 접수 기간에 신청할 수 있다.

포항시는 올해 국방부가 추진하는 소음대책지역 재지정과 관련해서도 주민 피해 상황을 적극 반영해 달라고 요청할 방침이다. 소음영향도 조사 결과에 따라 향후 보상 대상 지역과 범위가 달라질 수 있는 만큼, 현장의 의견을 관계기관에 전달하겠다는 계획이다.

박선영 포항시 환경정책과장은 “군 소음으로 오랜 기간 생활 불편을 겪은 주민들에게 보상금이 차질 없이 지급되도록 하겠다”며 “소음대책지역 재지정을 위한 조사에서도 실제 주민 피해가 충분히 반영돼 보상 범위가 확대될 수 있도록 관계기관과 적극 협의하겠다”고 말했다.

Residents who missed the application period for compensation this year can also apply retroactively. As the right to claim compensation is subject to a five-year statute of limitations, residents who were unable to apply can do so during the application period scheduled for January and February of next year.

Pohang City plans to request that the Ministry of National Defense actively reflect the extent of damage suffered by residents in the redesignation of noise mitigation zones being pursued this year. As the areas and scope of compensation may change depending on the results of the noise impact survey, the city intends to convey the opinions from the field to the relevant agencies.
