Diverse Legislative Achievements Including Reorganization of the Culture Award, Leisure Tax Reduction for Racecourses, and Review of Architectural Structural Safety
Focus on Welfare and Public Livelihood, Including Increase in War Veteran Honor Allowances, Establishment of Suicide Prevention Safety Nets, and Utilization of Vacant Storefronts
Six Ordinances Passed by Standing Committees Scheduled for Final Approval at the 3rd Plenary Session on September 3
As the Gyeongsangbuk-do Provincial Council holds its 365th Extraordinary Session, voluntary ordinance proposals by provincial council members are following one after another across various fields—including culture, economy, safety, and welfare—that are directly linked to the lives of residents. Major revised ordinances that have passed through their respective standing committees are garnering expectations to make substantial contributions to the improvement of residents' welfare and regional development. First, Assemblyman Yoon Cheol-nam (People Power Party, Yeongyang) proposed the "Ordinance for the Complete Amendment of the Gyeongsangbuk-do Culture Award Ordinance," which completely overhauls the system and operation of the Gyeongsangbuk-do Culture Award to reflect changing times. The amendment includes provisions to elevate the inherent value and status of the award by reorganizing the award categories into seven and strengthening the fairness and symbolism of the judging committee.
Legislative activities aimed at revitalizing the local economy are also noteworthy. Assemblyman Lee Chun-woo (Yeongcheon, People Power Party) proposed the "Ordinance for Partial Amendment of the Gyeongsangbuk-do Provincial Tax Reduction Ordinance," which reduces the leisure tax on the Yeongcheon Racecourse—scheduled to open this September—by 50% until 2029. Assemblyman Lee explained the rationale, stating, "Through tax reductions, we will secure stable provincial revenue and foster the Yeongcheon Racecourse as a hub for the horse industry and the local economy."
Legal groundwork has also been established to support small business owners and revitalize commercial districts. The "Partial Amendment to the Gyeongsangbuk-do Ordinance on Coexistence and Revitalization of Local Commercial Districts," proposed by Assemblyman Kim Yong-hyun (Gumi 1, People Power Party), presented a plan to overcome commercial stagnation by allowing abandoned vacant stores within autonomous commercial zones to be utilized as venues for local content development or shared office spaces.
Ordinances aimed at innovating safety and public infrastructure also passed the standing committee. Assemblyman Kim Su-mun (Uiseong 2, People Power Party) proposed the "Partial Amendment to the Gyeongsangbuk-do Building Ordinance," which mandates structural safety reviews prior to construction for multi-use or special-structure buildings of 16 stories or more, significantly strengthening the preventive safety net against shoddy construction. Additionally, Assemblyman Kim Chang-gi (Mungyeong) proposed the "Gyeongsangbuk-do Ordinance on the Promotion of the Architectural Service Industry," which aims to improve quality and maximize budget efficiency by reorganizing the planning and pre-review systems for public architecture.
Amendments to ordinances aimed at strengthening veterans' affairs and the social safety net also stood out. Assemblyman Heo Ji-hoon (Proportional Representation, People Power Party), the youngest provincial assembly member, proposed the "Partial Amendment to the Gyeongsangbuk-do Ordinance on the Honorable Treatment and Support of War Veterans" as his first legislative task. By increasing the war veteran honor allowance in Gyeongsangbuk-do from the existing 100,000 won to 120,000 won, he has brought the treatment of meritorious veterans to reality. Assemblyman Ma Jeong-yeon (Proportional Representation, Cheongsong) established a comprehensive safety net for life through the "Complete Amendment to the Gyeongsangbuk-do Ordinance on Suicide Prevention and the Creation of a Culture of Respect for Life." This involved integrating and reorganizing customized measures for each life stage as well as the support system for those at risk of suicide and bereaved families.
The ordinance bills that passed the standing committees this time are scheduled to be finally approved at the 3rd plenary session of the 365th extraordinary session, which will be held on September 3.
