Three nuclear power-related organizations in the Uljin region have called for a fact-finding investigation into the circumstances of the accident and the process of withholding information regarding the leak of boric acid solution during the transfer of spent nuclear fuel from Hanul Unit 6 to Shin Hanul Unit 2.

The Uljin County Council’s Special Committee on Nuclear Power, the Uljin County Hanul Nuclear Power Plant Environmental Monitoring Committee, and the Hanul Nuclear Safety Council issued a joint statement on the 27th, demanding that the Nuclear Safety and Security Commission and Korea Hydro & Nuclear Power (KHNP) transparently disclose information related to the accident and establish an investigative body involving local residents.

According to these organizations, the accident occurred at 10:16 a.m. on the 3rd during the inter-unit transfer of spent nuclear fuel from Hanul Unit 6 to Shin Hanul Unit 2. They stated that some of the boric acid solution in the spent nuclear fuel loading tank leaked to the outside due to operational error by an on-site operator at the time.

The three organizations pointed out that the accident itself was problematic, as well as the fact that safety-related information regarding the accident was not disclosed to the local community promptly and sufficiently.

They demanded that the Nuclear Safety and Security Commission (NSSC) and Korea Hydro & Nuclear Power (KHNP) disclose data regarding the accident's occurrence and the time of initial detection, as well as the cause, volume, and extent of the leak, the recovery and disposal process, and the radiation and environmental impacts.

They also urged the NSSC to immediately form a comprehensive accident investigation body involving local residents and called on the Hanul Nuclear Power Plant to halt the transfer of spent nuclear fuel between reactors. They demanded a full inspection of identical or similar facilities, along with the establishment of technical and equipment-based preventative measures, such as interlocks, to ensure that operational errors do not lead to leaks.

In particular, they demanded that the Chairman of the NSSC and the President of KHNP clarify the circumstances under which accident-related information was not promptly conveyed to local residents, the decision-making process regarding information disclosure at the time, and the locus of responsibility, and issue a public apology to the residents of Uljin County.

The three organizations The three organizations emphasized that nuclear safety information is not internal information whose disclosure can be arbitrarily decided at the discretion of the operator or regulatory body, and that transparent disclosure is a minimum condition for securing the community's trust in nuclear safety.

They further stated that they would continue to monitor the situation and respond until the circumstances of the accident, data regarding the external leakage of boric acid, the reasons for the non-disclosure of information, the determination of responsibility, and measures to prevent recurrence are clearly established.
