Yeongcheon City Seeks Regional Revitalization Measures Utilizing ‘Living Population’… Holds Policy Forum

Yeongcheon City sought ways to move away from population policies centered on registered residents and instead utilize visitors and residents as agents of regional vitality.

Yeongcheon City announced that it held the 2026 Yeongcheon City Living Population Policy Forum on the 27th at the City Hall Conference Room under the theme "Living Population, Connecting the Region's Future," where it discussed living population policies tailored to local characteristics and directions for identifying pilot projects.

This forum was hosted and organized by the Nadaum Playground Social Cooperative and sponsored by the KDB Foundation, the Social Economy Activation Support Center, and Yeongcheon City. Approximately 100 people, including experts, local officials, and Yeongcheon City employees, attended to share opinions on the policy significance of the living population and its applicability to the region.

The presentations introduced the concept of the living population and its policy necessity, as well as implementation directions for the Gyeongbuk region and case studies from other areas. Kim Man-hee, CEO of Pathfinder Co., Ltd.; Cho Deuk-hwan, Director of the Gyeongbuk Living Population Support Center; Ahn Sang-yeon, former Director of the Namwon Community Support Center; and Jung Yu-jin, Director of the Nadaum Playground Social Cooperative, each presented relevant topics and the direction for promoting Yeongcheon-style policies and pilot projects.

The subsequent discussion focused intensively on ways to connect Yeongcheon's resources in tourism, culture, sports, agriculture, and industry with visits, stays, and local activities. It was also suggested that a cooperative structure involving not only administrative agencies but also the private sector and local community is necessary to translate these policies into actual projects.

Attendees agreed that living population policies should be approached not merely as projects to increase visitor numbers, but rather as initiatives that focus on creating opportunities for people to visit, stay, and return to Yeongcheon.

Furthermore, they reached a consensus that connecting the diverse resources scattered throughout the region with the living population requires a process that combines field-accumulated experience with administrative policy capabilities, and verifies this through concrete pilot projects.

Yeongcheon Mayor Kim Byeong-sam stated, “To address population decline, rather than aiming solely for an increase in the registered resident population, we need an approach that connects people who visit, stay, work, and live in the region to new vitality.” He added, “Based on this discussion, we will identify policies and projects for the resident population tailored to Yeongcheon’s characteristics and devise measures for joint implementation by the administration and the private sector.”
