The number of subscribers to housing subscription savings accounts, which have long been considered a primary means of home ownership, continues to decline, while the number of cancellations continues to rise. In particular, as cancellations clearly exceed new subscriptions—especially among those in their 30s who represent the primary demand group for housing—concerns regarding the effectiveness of the housing subscription system are growing.

According to data submitted by the Ministry of Land, Infrastructure and Transport to Rep. Jeong Hee-yong of the People Power Party on the National Assembly's Land, Infrastructure and Transport Committee on the 31st, the total number of new subscriptions for the Comprehensive Housing Subscription Savings and Housing Subscription Savings accounts reached 1.836 million through July of this year. During the same period, the number of cancellations stood at 2.165 million, meaning cancellations exceeded new subscriptions by 329,000.

This trend has continued for four consecutive years since 2022. While new subscriptions steadily declined from 4.871 million in 2017 to 3.142 million in 2025, cancellations increased rapidly after 2022, reaching 4.105 million in 2024.

The phenomenon of withdrawal was particularly pronounced among those in their 30s. From last year through July of this year, cancellations among those in their 30s exceeded new subscriptions every year; in fact, the number of cancellations through July of this year was found to be 105,000 higher than new subscriptions. The trend of cancellations outpacing subscriptions is also continuing among those in their 40s, 50s, and 60s.

The government cites rising housing prices, the financial burden resulting from interest rate hikes, and market saturation as the causes of the decline in housing subscription savings account holders. Accordingly, the government has been pushing for institutional improvements, such as raising interest rates and increasing the recognized monthly deposit amount; however, critics point out that these measures are insufficient to curb the rising trend of cancellations. Experts unanimously agree that simple system improvements alone have limitations, as the attractiveness of maintaining housing subscription accounts has diminished due to rising presale prices and the burden of housing costs. They argue that comprehensive measures are needed to increase incentives for maintaining accounts while simultaneously alleviating the overall burden on the housing market.

Representative Jeong Hee-yong stated, "While housing subscription accounts are an essential means for home ownership, a structure where cancellations outnumber new subscriptions has recently become entrenched." He added, "We must devise practical incentives, particularly for young people and non-homeowning working-class citizens, to ensure they consistently maintain their accounts."
