Gyeongsangbuk-do Provincial Council 365th Extraordinary Session Provincial Administration Questioning… Assembly Members Jang Myeong-su, Kwon Baek-sin, and Kim Sang-hee Urge Solutions for Regional Issues and Local Extinction

During the second plenary session of the 365th Extraordinary Session held on the 31st, the Gyeongsangbuk-do Provincial Council conducted a provincial administration questioning session. They demanded that the Gyeongsangbuk-do Provincial Government and the Provincial Office of Education devise strong measures regarding major regional issues and livelihood challenges, ranging from the groundbreaking of the Yeongil Bay Cross-Expressway to the establishment of an essential medical network and strategies to overcome local extinction.

Three assembly members—Assembly Member Jang Myeong-su (from Pohang), Assembly Member Kwon Baek-sin (from Andong), and Assembly Member Kim Sang-hee (from Bonghwa)—stepped forward to present multifaceted policy alternatives for regional development and the improvement of the quality of life for residents. Representative Jang Myeong-su Calls for Early Commencement of Yeongil Bay Cross-Sea Expressway and Preparation of Support Measures for East Coast Fishermen

Representative Jang Myeong-su (Culture and Environment Committee), a native of Pohang, strongly urged for swift administrative procedures and early commencement of construction for the Yeongil Bay Cross-Sea Expressway, a project that has been stalled for 18 years. Representative Jang requested that all efforts be concentrated on securing 80 billion won in state funding for compensation and construction costs for 2027, now that the Ministry of Land, Infrastructure and Transport has prepared an alternative route and the Korea Development Institute (KDI) has completed its review of the project plan's feasibility.

Furthermore, he urged that the construction of the expressway between Pohang and the new airport be included in the "3rd Expressway Construction Plan" to foster Yeongil Bay Port as a hub for the Arctic route and to establish a "Two-Port Economic Zone" linked with the new integrated airport. He also requested the strengthening of practical support measures for East Coast fishermen facing financial difficulties due to climate change and declining catches, including expanded financial support, realistic compensation rates for fishing vessel reductions, and the elimination of blind spots in the Fisheries Public Interest Direct Payment System.

Rep. Kwon Baek-sin: “Proactive Improvement of Dangerous Local Roads and Establishment of Medical System for High-Risk Mothers and Newborns”

Rep. Kwon Baek-sin (People Power Party), a native of Andong, cited Local Road 933 in Andong City—where 29 traffic accidents occurred over the past five years—as an example, urging the expansion of local road improvement projects that prioritize the lives and safety of residents over economic logic. Rep. Kwon called for the swift implementation of the prolonged detailed design service and urged a comprehensive fact-finding survey of dangerous local roads within the province.

He also pointed out the issue of long-distance transfers for high-risk mothers and newborns, proposing the establishment of a Gyeongbuk-level essential medical safety net, including the reopening of the Neonatal Intensive Care Unit at Andong Hospital and the expansion of medical hubs in the eastern region. Furthermore, he demanded the establishment of criteria for non-permanent heads of 24 affiliated public institutions and the creation of an evaluation system linked to integrity. He also emphasized Gyeongbuk Province’s proactive role in recovery efforts, such as preventing secondary flooding in areas affected by massive wildfires and providing additional financial guarantees for small business owners and SMEs. Representative Kim Sang-hee: “Proposal for Nationalization of ‘Bonghwa K-Vietnam Valley’ Project and Educational and Settlement-based Measures to Address Local Extinction”

Independent Representative Kim Sang-hee, a native of Bonghwa, diagnosed Bonghwa’s regional crisis in connection with the issue of local extinction affecting the entire Gyeongbuk region during her first provincial administration inquiry and presented bold solutions. Representative Kim urged the establishment of a Gyeongbuk Provincial control tower for the ‘Bonghwa K-Vietnam Valley’ project and its elevation to a national project. She also requested that the provincial government actively participate as a co-organizer in the ‘800th Anniversary Commemoration of Lee Yong-sang’s Settlement in Korea,’ scheduled for this autumn.

Furthermore, she proposed a transition to a ‘Gyeongbuk-style Settlement Coexistence Model’ to help foreign seasonal workers settle as long-term residents. As measures to improve the educational environment, she requested the operation of a ‘Rural and Fishing Village Study Abroad Hub School’ utilizing Bonghwa Cheongnyang Middle School, a school redistribution plan involving the consolidation of Bonghwa Elementary School and Naeseong Elementary School and the relocation of Bonghwa Middle School, and the inclusion of a budget for the construction of a gymnasium at the Korea Forest Science High School. Through this provincial administration questioning session, provincial council members unanimously agreed that the Gyeongbuk provincial administration must move beyond merely handling pending issues and pursue policies based on field-oriented execution and a long-term future vision.
