[Break News Pohang] Reporter Park Young-jae = It has been confirmed that the Environmental Impact Assessment report directly commissioned by Pohang City regarding the Cheongha Medical Waste Treatment Facility revealed analysis results indicating that the operation of the incinerator could exacerbate the risk of cancer in the surrounding areas.

In particular, the analysis showed that the existing chromium (Cr) concentration in the Cheongha area alone exceeded the criteria for determining carcinogenic risk applied in the report, and it was predicted that the additional impact of chromium resulting from the incinerator's operation would also exceed the same criteria at some locations.

The analysis also indicated that the impact of dioxins from the incinerator's operation would exceed the annual average environmental standards at 9 out of 73 predicted locations.

On the 2nd, the Pohang Federation for Environmental Movement disclosed these findings by releasing the "Environmental Impact Assessment Report on the Cheongha Medical Waste Treatment Facility," which it obtained from Pohang City through a request for information disclosure.

Pohang City commissioned this assessment report to prepare for an administrative lawsuit regarding the Cheongha Medical Waste Treatment Facility in 2024.

The review report viewed the medical waste incineration facility as a major facility emitting hazardous environmental factors and conducted a preemptive review of its impact on the surrounding environment and residents' health.

Quantitative health impacts were analyzed for 73 locations within a 3km radius, including residential and business districts, as well as livestock farms and other areas closely related to residents' daily lives. The report applied the Ministry of Environment's health impact assessment methods and the Atmospheric Dispersion Model (AERMOD).

The Cheongha Medical Waste Treatment Facility is being pursued in the Sangdae-ri area of Cheongha-myeon, Buk-gu, Pohang-si, with a capacity of 48 tons per day. It does not fall under the scale subject to statutory environmental impact assessments.

Previously, the environmental feasibility study submitted by the project operator in 2019 predicted general air quality impacts for 27 quiet facilities, including homes and schools, within a 3km radius.

According to the review report, the current chromium concentrations in the Cheongha area were found to be 0.00034 µg/㎥ and 0.00143 µg/㎥ at two measurement points, respectively. Based on this, an analysis of carcinogenic risk revealed that both locations exceeded the 10⁻⁶ threshold, which is the judgment standard applied in principle by the review report.

10⁻⁶ is a standard representing the additional carcinogenic risk that may occur from lifetime exposure to a specific substance at a probability level of one in a million.

An analysis of 73 locations with living impacts also found that all locations exceeded this threshold due to existing chromium concentrations.

Additional chromium impacts resulting from the operation of the incinerator were also predicted. In particular, at locations 6 and 7, the threshold was found to exceed 10⁻⁶ based solely on the contribution from the incinerator, excluding existing concentrations.

The review report concluded that operating the incinerator without reducing existing concentrations could further exacerbate the carcinogenic risk in the Cheongha area.

However, the review results did not identify the incinerator as the cause of the existing chromium contamination. Rather, the analysis indicates that additional impacts could arise from the operation of the incinerator in a situation where the potential for chromium-related hazards has already been confirmed in the existing environmental conditions.

Analysis of dioxins also predicted additional impacts resulting from the operation of the incineration plant. Existing dioxin concentrations around the project site ranged from 0.006 to 0.007 pg-TEQ/㎥, which was lower than the annual average environmental standard of 0.6 pg-TEQ/㎥.

However, when analyzing only the contribution from incineration plant operations and excluding existing current concentrations, it was predicted that the annual average environmental standard would be exceeded at 9 out of 73 predicted locations.

In its comprehensive assessment, the review suggested that realistic and feasible measures are needed to mitigate the situation, noting that dioxins emitted from the incineration plant operation are expected to create additional carcinogenic risk zones around the site.

In the case of PM-2.5, the analysis indicated that the predicted annual average concentration would exceed the air quality standards. However, the review did not attribute this exceedance to the incineration plant's operation. It explained that this was because the existing PM-2.5 concentrations in the surrounding areas already exceeded the annual average environmental standard.

The analysis also predicted that the annual average concentration would exceed the air quality standards. The review concluded that a careful review of the surrounding air environment is necessary, given that a new air pollutant emission facility is being added to an area with an existing high environmental burden.

The necessity of a new medical waste treatment facility was also reviewed. According to the review, the annual volume of medical waste generated in the Gyeongbuk region as of 2022 was 8,435.5 tons.

In contrast, the capacity of existing medical waste treatment facilities was found to be 195.6 tons per day. When simply extrapolated based on a 365-day period, this represents a capacity to process approximately 71,394 tons annually.

The review analyzed that the existing treatment facilities in the Gyeongbuk region are sufficient to handle the medical waste generated within the province.

Furthermore, considering the possibility of secondary infection during the collection and transportation of medical waste and the overcrowding of treatment facilities within the same region, the review determined that the necessity for a new medical waste treatment facility in Gyeongsangbuk-do is "considered somewhat insufficient." The Cheongha Medical Waste Treatment Facility has a capacity of 48 tons per day, which translates to an annual processing capacity exceeding 17,000 tons.

However, analysis suggests that since medical waste can be transported and processed across regions, it is necessary to comprehensively consider nationwide processing demand.

Approval for use of the Cheongha Medical Waste Incineration Facility is expected by the end of this year. The Pohang Federation for Environmental Movement is demanding that the Pohang City government re-verify the environmental and health concerns raised in the environmental impact assessment report before granting approval and establish necessary follow-up measures.

Environmental groups argued that the environmental and health impacts of substances such as chromium and dioxins must be re-verified based on the actual installed incineration facility, air pollution control facilities, and emission conditions, and that the operator must be required to implement specific mitigation measures to minimize additional impacts.

They also demanded that a preliminary investigation into air quality prior to facility operation, heavy metals such as chromium, and dioxins be conducted, and that a continuous monitoring system be established. There have also been demands to share the results of Pohang City’s environmental impact review with the Daegu Regional Environmental Office, the integrated environmental permit agency, and to consult on whether the current permit conditions and air pollution control facilities can adequately manage the environmental and health concerns raised in the review.

The Pohang Federation for Environmental Movements stated, “Pohang City’s responsibilities and obligations do not end merely because it received an integrated environmental permit from the Ministry of Environment or the results of an administrative lawsuit,” adding that verification of the review results and the establishment of mitigation and management measures must be carried out before the approval of use.

With the approval of use for the Cheongha Medical Waste Treatment Facility approaching, the analysis results of the environmental impact review commissioned by Pohang City itself and the subsequent measures regarding it are emerging as major points of contention.
