North Gyeongsang Province to Emergency Purchase 300 Tons of Hail-Damaged Apples in Andong and Yecheon
North Gyeongsang Province is launching an emergency purchase program for fallen apples to help apple farmers in the Andong and Yecheon regions who suffered damage from strong winds and hail on August 31.
North Gyeongsang Province announced that it will begin purchasing damaged apples starting September 3, following consultations with the Daegyeong Apple Horticultural Cooperative and the relevant cities and counties. The purchase will take place from September 3 to 7 in Andong and from September 3 to 4 in Yecheon.
The estimated volume to be purchased is approximately 300 tons. The purchase price is 12,000 won per 20kg box, and the total project cost is approximately 180 million won.
The scale of the purchase was calculated by applying a yield of 15 tons per hectare and a fruit drop rate of 20% to the apple damage area of 91.3 hectares tallied so far. Farmers wishing to have their damaged fruit sold should collect the damaged fruit themselves and deliver it to the designated location. Payment for the delivered volume is scheduled to be made within one week of delivery.
The purchasing location for the Andong area is the Andong Agricultural Products Processing Plant of the Daegyeong Apple Horticultural Cooperative, while for the Yecheon area it is the Yecheon Apple Distribution Center of the Daegyeong Apple Horticultural Cooperative.
According to North Gyeongsang Province, the total area of crop damage in Andong, Uiseong, and Yecheon caused by strong winds and hail on the 31st of last month was assessed at 128.8 hectares. By crop type, apples accounted for the largest share at 91.3 hectares, followed by soybeans (20 hectares), peaches (6.8 hectares), plums (6 hectares), chili peppers (3 hectares), and other crops (1.7 hectares).
Based on the results of this damage assessment, North Gyeongsang Province plans to formulate a recovery plan in collaboration with the central government and proceed with the procedures for disaster recovery fund support. According to standards set by the Ministry of Agriculture, Food and Rural Affairs, cities and counties are eligible for disaster recovery support if the area of crop damage caused by hail exceeds 30 hectares or by strong winds exceeds 50 hectares. The support amounts are based on pesticide costs: 3.33 million won per hectare for fruit trees, 2.59 million won for vegetables, and 860,000 won for general crops. Additionally, the cost for replanting damaged apple saplings is 17.84 million won per hectare.
Gyeongbuk Province plans to prioritize purchasing fallen fruit to reduce the burden on affected farmers, particularly since marketability and processing value can decline over time.
Gyeongbuk Governor Lee Cheol-woo stated, "Since the value of damaged apples decreases over time, I have instructed that emergency purchasing be implemented to allow farmers to quickly settle the damage." He added, "We will proceed with damage assessments and recovery support without any setbacks to help stabilize farm management." He added, “I ask that farmers also make special efforts to manage the quality of the remaining apples so that high-quality Gyeongbuk apples can be supplied to the consumer market during the upcoming Chuseok holiday.”
