Gyeongsangbuk-do Provincial Council: "Must Respond Swiftly to Threats to Residents' Safety"… Urges Asbestos Removal and Nuclear Power Plant Monitoring

During the extraordinary session of the Gyeongsangbuk-do Provincial Council, voices simultaneously emerged urging the securing of health rights for vulnerable children and the reorganization of the response system for nuclear safety accidents that threaten the safety of residents.

During the five-minute free speeches at the third plenary session of the 365th extraordinary session held on the 3rd, Assembly Member Yeon Gyu-sik (People Power Party, Pohang) and Assembly Member Kim Jae-jun (Uljin) strongly demanded that Gyeongsangbuk-do Province promptly remove asbestos from local children's centers and secure independent monitoring authority following the boric acid leak accident at the Hanul Nuclear Power Plant, respectively.

Assembly Member Yeon Gyu-sik, a member of the Administrative, Health, and Welfare Committee, pointed out the severity of asbestos, a Group 1 carcinogen, in local children's centers within the province and urged the Gyeongsangbuk-do Provincial Government to immediately execute the budget. According to Assemblyman Yeon, asbestos was detected in 65 out of 254 local child centers in the province that completed inspections following the amendment of the Enforcement Decree of the Asbestos Safety Management Act in December 2024, representing approximately 25%. The situation demands urgent action, particularly given that the detected locations include hallways, offices, and cafeterias—spaces children use daily.

Assemblyman Yeon emphasized the need for an urgent response through the allocation of reserve funds and supplementary budgets, demanding that the dismantling and removal of asbestos from all facilities be completed by the first quarter of 2027 at the latest. Furthermore, he proposed prioritizing the allocation of temporary protection costs to ensure child welfare services are not interrupted during construction, and suggested relocating the centers to safe, asbestos-free spaces if necessary.

Assemblyman Kim Jae-jun, Chairman of the Special Committee on Nuclear Energy, strongly criticized the recent boric acid leak accident containing high concentrations of radioactive material at Hanul Nuclear Power Plant Unit 6 and the Korea Hydro & Nuclear Power (KHNP)’s sluggish and inadequate response. Representative Kim pointed out that residents were not notified of the accident that occurred on August 3 for three weeks, noting, "There was controversy over the delayed notification during the Shin Hanul Unit 2 accident last year as well, and the same problem has repeated itself after just one year." Over the past decade, the number of nuclear power plant malfunctions and accidents in the Gyeongbuk region has reached the highest level in the nation, with 26 incidents at Hanul and 23 at Wolseong.

Referring to the situation in Gyeongbuk, where 13 of the nation's 26 operating nuclear power plants are concentrated, Representative Kim emphasized that the province must move away from passive safety management and establish independent monitoring and on-site investigation authority to directly verify sites and receive information.

As specific alternatives to achieve this, he proposed revising accident disclosure regulations, establishing an independent monitoring and on-site investigation system, devising measures to prevent human error, and relocating nuclear safety-related agencies to Gyeongbuk.
