The Gyeongbuk Provincial Office of Education strongly argued that "the current method of linking to domestic taxes and the statutory allocation rate must be maintained" regarding the government's reform of the local education finance grant system.
On the 4th, the Gyeongbuk Provincial Office of Education projected that if the method of linking to domestic taxes were changed to factors such as nominal economic growth rates and changes in the school-age population, the grants it could receive would decrease by approximately 2 trillion won.
The total amount of local education finance grants for 2027 submitted by the government is 78.9 trillion won. The Gyeongbuk Provincial Office of Education explained, "If the current statutory allocation rate is applied directly to domestic taxes, the grants could increase to approximately 110 trillion won; however, if the system is reformed, there is a concern that it could decrease by 31 trillion won nationwide."
Education grants are essential funds for various school operations, including improving aging school facilities, guaranteeing basic academic achievement, childcare and after-school programs, educational welfare, and creating AI and digital educational environments. The Gyeongbuk Provincial Office of Education maintains that it is difficult to gauge educational financial needs based solely on the number of students.
Due to population decline and the region's vast geographical area, small-scale schools with 60 or fewer students account for over 38% of the total in the Gyeongbuk area. The reality is that even if student numbers decrease, the burden of fixed costs for school operations—such as transportation, school meals, facility maintenance, and staffing—does not easily diminish.
Furthermore, the Gyeongbuk Provincial Office of Education pointed out that the amount of education grants included in the government's proposal increases by only about 2.5 trillion won compared to the 76.4 trillion won actually executed this year, resulting in a growth rate of 3.2%—lower than the increase rate for civil servant salaries (3.9%). Consequently, they expressed concern that educational finances could actually become tighter when factoring in personnel costs and inflation.
In addition, the Gyeongbuk Provincial Office of Education predicted that the burden on local education finances would intensify further if the education tax, the local education tax portion of the tobacco consumption tax, and national and local government support for free high school education are reduced. The Gyeongbuk Office of Education emphasized, “Budgets should not be calculated based solely on the number of students; rather, regional educational conditions, school distribution, and the securing of students’ right to learn must be comprehensively considered.”
Gyeongbuk Superintendent of Education Lim Jong-sik stated, “It is not right for the quality of education that children are entitled to to suffer simply because the number of students is small,” adding, “Stable support is urgently needed to protect the right to learn of children in rural, fishing, and remote island areas, and to prevent the educational gap from widening further.”
The Gyeongbuk Office of Education plans to actively respond by joining hands with the Council of Superintendents, local councils, teacher organizations, parents, and the local community to ensure that the voices of the local education field are properly reflected during the National Assembly’s budget deliberation process.
