- “If Sea Routes Are Cut Off, Residents’ Right to Survival Will Collapse”… Strongly Urges Inclusion of ‘Three Major Budgets for Ulleung’s Maritime Transport’ in the 2027 Main Budget
- Drastically Presents ‘Three Major Measures’ Including Expanded Support for Tourist Ferry Fares, Realizing Fuel Cost Support of Over 700 Million Won, and Securing State Funding
- “Gyeongsangbuk-do Must Become the Strongest Breakwater Defending Ulleung’s Sea Routes,” Assembly Member Jeong Yun-tae Makes a Passionate Appeal
Amidst severe crises such as the reduction of ferry routes and a decline in tourists, the maritime transport network—the “only means of transportation” for Ulleung residents—is facing a crisis of collapse. In response, Assembly Member Jeong Yun-tae (Ulleung, People Power Party) of the Construction and Firefighting Committee of the Gyeongbuk Provincial Assembly has launched a strong offensive, urging Gyeongsangbuk-do to allocate a preemptive and unconventional budget to defend Ulleung’s sea routes. During a five-minute free speech at the third plenary session of the 365th extraordinary session held on September 3, Assemblyman Jeong Yun-tae issued a strong warning, stating, “The crisis in Ulleung’s maritime transportation goes beyond mere inconvenience of movement; it is a serious emergency situation that threatens the livelihoods of Ulleung residents and could lead to the collapse of the local economy.”
Assemblyman Jeong characterized the reality currently facing Ulleungdo as a “crossroads of survival.” He pointed out that while shipping routes are shrinking and passenger numbers are plummeting, the island is now at risk of having its essential support budget cut.
On this day, Assemblyman Jeong proposed three concrete and bold “budget measures” to revive Ulleung’s sea routes and strongly urged Gyeongsangbuk-do Province to ensure that the necessary funds are reflected in the 2027 main budget. The three key measures proposed by Assemblyman Jeong are: a significant extension of the subsidy period for tourist ferry fares; realistic fuel cost support for ferries (over 700 million won) to ensure stable operations; and a meticulous push to secure state funding to overcome the limitations of provincial funds.
In particular, Assemblyman Jeong emphasized the need to actively utilize the "Special Act on Support for Remote Islands on the Outskirts of the Country," which will be fully implemented starting next year. His analysis suggests that only by meticulously developing arguments to persuade the central government and staking everything on securing state funding can the burden on provincial finances be reduced while establishing a stable maritime transportation network.
Assemblyman Jeong Yun-tae expressed his desperate sentiments, stating, "We must lower fares and protect the sea routes at all costs. If the budget is cut off while routes are shrinking and passengers are dropping off, Ulleung's sea routes will have no way to survive any longer." He continued by strongly appealing, “The sea routes of Ulleung are a matter of life and death for the residents and the sole pillar supporting the local economy,” adding, “I ask that Gyeongsangbuk-do become the strongest and most reliable breakwater to ensure that Ulleung’s sea routes never come to a standstill.”
Attention is focused on what impact Assemblyman Jeong’s strong and preemptive call for a budget response to guarantee mobility rights and restore the tourism industry in Ulleungdo will have on the process of formulating Gyeongsangbuk-do’s 2027 budget.
