달성군은 9월 1일자로 조직을 개편하고 기업지원과 통합돌봄, 공원·녹지, 농업, 보건 등 군민 생활과 지역 발전에 직결되는 분야의 기능을 강화했다고 밝혔다.
이번 개편의 핵심은 기업 지원 기능을 별도 조직으로 독립시킨 것이다. 기존 경제산업과에서 기업과 일자리 관련 업무를 분리해 ‘기업일자리과’를 신설하고 기업정책·기업지원·일자리·산업기반 등 4개 팀을 배치했다.
기업일자리과는 기업 지원 정책 수립부터 기업 지원, 일자리 창출, 산업 기반 조성까지 관련 업무를 전담하게 된다. 반면 기존 경제산업과는 ‘민생경제과’로 명칭을 변경하고 전통시장과 소상공인 지원 등 민생경제 분야에 행정력을 집중한다.
지역사회 통합돌봄을 위한 조직도 확대했다. 본청 복지정책과의 통합돌봄 기능을 보강하는 동시에 보건소 건강증진과에 ‘건강돌봄팀’을 새롭게 설치했다. 9개 읍·면에도 통합돌봄 전담팀을 각각 마련해 주민과 가까운 현장에서 대상자 발굴과 상담, 지속적인 모니터링, 의료·복지기관 연계 등을 수행할 수 있도록 했다.
공원과 녹지 행정은 사업 추진과 유지관리 기능을 분리하는 방향으로 재편했다. 기존 도시공원과를 ‘조경사업과’와 ‘조경관리과’로 나눠 분야별 전문성을 높였다.
조경사업과는 과학관공원과 포산공원 리뉴얼을 비롯해 권역별 창의놀이터 조성, 달창저수지 둘레길 및 수변공원 개발 등 주요 조경사업을 맡는다. 기획 단계부터 설계와 조성까지 관련 업무를 일원화해 대규모 사업의 추진 속도와 완성도를 높인다는 계획이다.
조경관리과는 기존 공원과 녹지의 유지·관리 및 관련 행정업무를 담당한다. 이를 통해 새로운 시설은 전문적으로 조성하고 기존 시설은 체계적으로 관리하는 이원화된 운영체계를 구축했다.
보건·위생 분야의 업무 연계도 강화했다. 위생과를 주민복지국에서 보건소로 옮겨 보건과 위생 관련 업무의 협업 기반을 마련했다. 다만 식품접객업과 공중위생업 관련 민원인의 이용 편의를 고려해 위생민원팀은 군청 5층에 그대로 두기로 했다.
농업 행정 역시 현장 중심으로 조직을 재정비했다. 경제환경국에 있던 농업정책과를 농업기술센터로 이관해 농업정책 수립과 농업인 지원, 축산·방역, 농산물 유통 업무와 농촌지도 및 기술보급 기능을 한 조직 안에서 연계할 수 있도록 했다.
달성군은 이를 통해 농업 정책과 현장 기술 지원 간 연계성을 높이고 농업인이 필요한 행정서비스를 보다 편리하게 이용할 수 있는 기반을 마련한다는 방침이다.
최재훈 달성군수는 “이번 조직개편은 민선9기 공약사업과 지역 현안을 보다 신속하게 추진하고 변화하는 행정환경에 대응하기 위해 마련했다”며 “기업 지원 기능을 강화해 기업이 체감할 수 있는 행정서비스를 제공하고 복지와 보건, 공원·녹지, 농업 등 주민 생활과 밀접한 분야에서도 전문성과 현장 대응력을 높여 나가겠다”고 말했다.

The Landscape Management Division is responsible for the maintenance and management of existing parks and green spaces, as well as related administrative tasks.
