Representative Lee In-sun (Daegu Suseong-gu Eul), the People Power Party's ranking member on the National Assembly Education Committee, has called for a complete re-examination of the government's proposed reform of the Local Education Finance Grant.
On the 7th, Representative Lee criticized the move, stating, "The government is attempting to change the fundamental framework of the Local Education Finance Grant, which has sustained South Korea's public education for 54 years," and added, "Policy experiments are continuing while excluding the educational field."
The government is currently pursuing a plan to abolish the existing linkage system, which allocates 20.79% of domestic taxes to the Local Education Finance Grant, and to introduce a new formula that reflects the nominal growth rate and the change rate of the school-age population over the past three years, based on the previous year's grant.
Regarding this, Representative Lee raised her voice, stating, "It is not desirable to shake the stable structure of education finance under the pretext of securing funds for the Future Response Fund," and emphasized, "The education finance secured for the future of our children must not be shaken first." He pointed out, “Rush administration that undermines educational autonomy, unilateral and closed-door administration lacking communication with the field, and linking to an unverified Future Response Fund constitute a dangerous policy experiment.”
The Daegu Metropolitan Office of Education also anticipates that the burden on educational finance management will increase once the government's reform plan is implemented. According to the Daegu Office of Education, if the new formula is applied, the local education finance grant for next year is expected to increase by only about 3.3% compared to this year. This is lower than the average increase rate (5.1%) in personnel costs for school staff over the past three years. The Office of Education explains that personnel costs account for approximately 60% of educational finances, and when school operating expenses are included, more than 80% of the total budget is effectively tied up in essential and rigid expenses.
Representative Lee demanded that the government re-examine the reform plan for local education finance grants from scratch, establish a roadmap for the legislation of stable elementary and secondary education finance rather than a system simply linked to student numbers, and form an official consultative body involving city and provincial offices of education, the education sector, parents, and the National Assembly.
Representative Lee In-sun emphasized, “Education is not a cost to be cut, but an investment for the future of the Republic of Korea,” adding, “The government must halt policy experiments being pushed forward without sufficient discussion and engage in broad dialogue with the field of education.”
