North Gyeongsang Province and People Power Party Coordinate to Secure Next Year's State Budget and Resolve Local Issues
Policy Consultation Meeting Held Ahead of National Assembly Budget Deliberation… Requests for Support for High-tech Industries and Transportation Networks
North Gyeongsang Province and National Assembly members from the People Power Party representing the North Gyeongsang region have agreed to cooperate to secure next year's state budget and resolve local pending issues.
North Gyeongsang Province announced that it held a budget policy consultation meeting with the People Power Party's North Gyeongsang Provincial Committee at the National Assembly Members' Office Building on the 8th to discuss strategies for responding to the National Assembly's deliberation on the 2027 government budget proposal and major local issues.
This consultation meeting, the first held since the launch of the 9th popular election term, was attended by Kim Hyeong-dong, Chairman of the People Power Party's North Gyeongsang Provincial Committee, and National Assembly members from the North Gyeongsang region. Key officials from North Gyeongsang Province, including Governor Lee Cheol-woo, were also present to share opinions on projects requiring state funding and current issues.
The meeting focused on discussions regarding the establishment of the Future Response Fund promoted by the government and the reform plan for the Local Government Grant System. Governor Lee Cheol-woo expressed concern over the impact on local finances, citing projections that the Future Response Fund could reduce the provincial grants to Gyeongbuk by approximately 4.5 trillion won. He requested a response at the National Assembly level, noting that the financial autonomy of local governments could be curtailed.
The People Power Party also expressed the view that the impact of the system on local finances must be closely examined and announced its intention to engage in a joint response with Gyeongbuk Province.
Gyeongbuk Province subsequently presented a transformation across four key areas—industry, spatial development, community, and public livelihood—as the main direction of the 9th popular election administration, and explained the major projects to support this.
In particular, the province emphasized the need for state funding for projects aimed at enhancing competitiveness in high-tech sectors—such as AI, semiconductors, biotechnology, secondary batteries, defense, robotics, energy, and future vehicles—and upgrading the regional industrial structure. Key proposed projects included a wafer manufacturing and verification support testbed, AI home appliance virtual verification infrastructure, a specialized complex for defense industry materials, parts, and equipment, a demonstration platform for bio materials, parts, and equipment, and a specialized complex for secondary battery materials, parts, and equipment.
Projects to support the entry of the agricultural, fisheries, and food industries into overseas markets were also included in the proposals. Major projects cited included a Food Tech Regional Innovation Cluster, a Robot Testing and Certification Evaluation Center, the establishment of a foundation for the industrialization of future foods and natural products based on plant cell culture, and an Insect Industry Convergence Creative Center.
Projects aimed at enhancing Gyeongbuk's cultural and tourism competitiveness, as well as the expansion of infrastructure in the medical, welfare, and safety sectors, were also presented as requiring state funding. These included the World Gyeongju Forum, the construction of the APEC Diplomatic and Cultural Center, the establishment of the National Hanbok Research Center, the maintenance of natural disaster risk improvement zones, the felling of trees damaged by forest fires, the establishment of a medical college at Kyungkuk National University, and the operation of obstetrics and gynecology clinics in areas vulnerable to childbirth. Projects proposed for establishing a wide-area transportation network included the Yeongilman Cross-Sea Expressway, the Southern Inland Railway, and the Mungyeong-Gimcheon Railway. North Gyeongsang Province maintains that expanding the wide-area transportation network is necessary to build a logistics and industrial base linking Yeongilman Port with the new airport.
Discussions on local pending issues also continued. North Gyeongsang Province requested attention and support from the National Assembly regarding the fostering of the K-Food industry, the establishment of a medical college at Kyungkuk National University, the founding of Gyeongbuk Investment Finance Co., Ltd., the expansion of regional differential pricing for industrial electricity, support and reconstruction for wildfire-affected areas, and the second phase of relocating public institutions to provincial regions.
Regarding industrial electricity rates, opinions were raised that additional rate reductions are needed, taking into account local power production and self-sufficiency conditions, to enhance the effectiveness of the regional differential pricing system proposed by the government.
Regarding areas affected by large-scale wildfires, there was a consensus that not only is additional financial support for affected residents necessary, but the creation of an industrial base capable of restoring the region's income base is also required. Regarding the relocation of public institutions to provincial areas, it was decided to strengthen efforts to attract organizations that can be linked to local industries, such as the Korea Racing Authority, the National Agricultural Cooperative Federation, the Korea Institute of Energy Research and Evaluation, the Korea Nuclear Safety Foundation, and the Korea Institute of Construction Technology. Plans also include actively responding to attract the headquarters and core functions of consolidated institutions resulting from the government's public institution mergers.
Kim Hyung-dong, Chairman of the People Power Party's North Gyeongsang Provincial Committee, stated, "Through this consultative meeting, we shared the major policy directions of the 9th popular election administration and local pending issues of North Gyeongsang Province." He added, "I will contribute to securing necessary state funding and resolving pending issues so that North Gyeongsang can establish itself as a new growth hub."
North Gyeongsang Governor Lee Cheol-woo remarked, "The cooperation between the local political sphere and North Gyeongsang Province in securing state funding and resolving pending issues has led to achievements in securing state funds every year." He further stated, "This year, we will continue to work together to ensure that major projects are reflected in the government budget and that additional funds are secured during the National Assembly's deliberation process."
