Pohang City Holds Emergency Meeting on POSCO Labor Dispute; Assesses Impact on Local Economy
Pohang City has begun assessing the impact of the POSCO labor dispute on the local economy and formulating countermeasures.
On the 9th, the city held a meeting of the "Local Economy Crisis Response Committee" at City Hall to examine how the POSCO labor dispute might affect the local economy—specifically impacting local businesses, employment, and the livelihoods of small business owners.
Attendees included representatives from Pohang City, the Pohang City Council, the Pohang Office of the Ministry of Employment and Labor, POSCO, the Pohang Chamber of Commerce and Industry, the Pohang Steel Industrial Complex Management Corporation, financial and economic institutions, organizations representing small business owners and traditional markets, and representatives of POSCO’s partner companies.
Currently, the POSCO labor union is engaging in a "work-to-rule" campaign—such as refusing overtime and holiday work—and has launched a partial strike affecting one plant each at the Pohang and Gwangyang steelworks starting on the 9th.
The committee decided to continuously monitor the situation, noting that a prolonged partial strike could lead to reduced production and shipments at POSCO, thereby affecting the business conditions of partner companies and other related businesses. They are also assessing the potential for reduced worker income and consumption—resulting from a slowdown in corporate activity—to lead to declining sales for local small businesses and traditional markets.
To this end, the city plans to constantly track POSCO’s production and shipment status as well as the business and employment trends of partner companies, while also monitoring changes in local consumption and the broader local economy.
Participants also reached a consensus on the need for a swift resolution to the situation through dialogue and consultation between labor and management, especially given the approaching Chuseok holiday. Recognizing POSCO's significant role in the local economy, relevant agencies and organizations agreed to cooperate to help labor and management amicably resolve pending issues based on mutual respect and work toward normalizing operations. Measures to ensure community safety were also discussed. Key risk factors identified included traffic congestion around the steelworks during rallies and protests, safety accidents resulting from operational changes, and public complaints regarding air quality; consequently, it was decided to strengthen the cooperative framework among relevant agencies.
Pohang City plans to consider measures to alleviate the burden on local businesses and small merchants by preparing sector-specific support—covering areas such as employment, finance, taxation, and local currency—depending on how the situation unfolds.
Pohang Mayor Park Yong-sun stated, "As a prolonged partial strike could increasingly impact the local economy and public livelihood, we are closely monitoring the situation in coordination with relevant agencies and organizations." He added, "We will do our utmost to minimize the impact on citizens—including local businesses and small merchants—by swiftly preparing support measures across sectors such as employment, finance, taxation, and local currency."
