김진락 동구의원(신암동)은 지난 8일 열린 제355회 동구의회 정례회 1차 본회의 5분 자유발언에서 무연고 사망자 장례지원 제도의 사각지대를 지적하며, 공영장례 제도 개선을 촉구했다.
동구는 2017년 ‘대구광역시 동구 무연고 사망자 장례지원에 관한 조례’를 제정해 공영장례 지원의 제도적 근거를 마련한 바 있다.
김 의원은 “1인 가구의 증가, 가족관계 단절, 경제적 어려움 등 사회환경이 변화하고 있는 만큼, 조례에 명시된 지원 기준도 시대에 맞게 보완할 필요가 있다”고 주장했다.
특히 김 의원은 연고자가 있다는 이유만으로 장례 지원을 제한해서는 안 된다고 강조했다. 가족이 있더라도 경제적 이유나 관계 단절 등으로 실제 장례를 책임지기 어려운 사례가 많다는 설명이다.
이어 달서구의 관련 조례를 예로 들며, 연고자가 미성년자거나 장애인 등으로 스스로 장례를 치를 능력이 없거나, 부양의무자가 있어도 장례를 치를 능력이 없을 경우 등을 반영해 지원 기준을 보다 현실적으로 개정해야 한다고 제안했다.
아울러 단순히 장례비 지원에 그치지 않고, 시신 인수부터 장례, 화장, 봉안, 추모까지 고인의 마지막을 존중할 수 있는 체계적인 지원이 필요하다고도 주장했다.
이를 위해 장례기관과 복지기관, 자원봉사단체 등이 함께 참여하는 민관 협력 체계 구축도 제안했다.
김 의원은 “연고자가 있다는 것과 실제로 장례를 치를 수 있다는 건 전혀 다른 문제”라며, “가족이 없거나 경제적으로 어려운 이유로 누군가의 마지막이 외롭고 초라한 모습으로 남겨져서는 안 된다”고 말했다.
또한 “공영장례는 단순히 장례를 치르는 것이 아니라, 마지막 순간까지 한 사람의 존엄을 지키는 지역사회의 책임”이라며 “현행 조례를 현실에 맞게 적극 개정해 공영장례의 사각지대를 줄여나가야 한다”고 강조했다.

He suggested including cases where next of kin are minors or individuals with disabilities unable to arrange a funeral themselves, or where those with a duty of support lack the financial capacity to hold the funeral.
Furthermore, he argued that support should go beyond merely covering funeral costs; a systematic support framework is needed to ensure the deceased is treated with dignity throughout the entire process—from claiming the body to the funeral, cremation, enshrinement, and memorialization.
To achieve this, he proposed establishing a public-private cooperative system involving funeral service providers, welfare agencies, and volunteer organizations. Representative Kim stated, “Having surviving relatives is a completely different matter from actually being able to hold a funeral,” adding, “No one’s final moments should be lonely and destitute simply because they lack family or face financial hardship.”
He further emphasized, “Public funerals are not merely about conducting a burial service; they represent the community’s responsibility to uphold an individual’s dignity until the very end,” and urged, “We must actively revise current ordinances to reflect reality and minimize gaps in the public funeral system.”
