임 의장은 9일 국회 소통관 기자회견실에서 열린 ‘지방의회법 조속 제정 촉구 국회 기자회견’에 참석했다. 이날 기자회견에는 전국 시·도의회가 함께 자리해 지방의회의 제도적 기반 강화를 위한 공동 입장을 밝히고 관련 건의문을 국회와 관계기관에 전달했다.

전국 시·도의회는 지방의회가 주민을 대표하는 기관으로서 집행기관에 대한 견제와 감시 기능을 제대로 수행하기 위해서는 별도의 법률을 통한 권한과 위상 정립이 필요하다는 입장이다.

주요 현안 가운데서는 대구경북통합신공항 건설사업 등을 거론하며 사업 추진에 필요한 정부 예산이 국회 심의 과정에서 최대한 반영될 수 있도록 적극적인 지원을 당부했다.

임 의장은 각 사업의 추진 필요성과 지역경제 및 미래 발전에 미치는 효과 등을 설명하고, 정부 예산안에 포함된 사업은 물론 추가적인 국비 반영과 증액이 이뤄질 수 있도록 국회 차원의 관심을 요청했다.

그는 “지방의회가 주민의 대표기관으로서 본연의 역할을 수행하려면 독립성과 자율성을 뒷받침할 법적 기반이 필요하다”며 “지방의회법이 조속히 제정될 수 있도록 전국 시·도의회와 뜻을 모아 계속해서 노력하겠다”고 말했다.

이어 “대구의 미래를 좌우할 주요 사업들이 계획대로 추진되기 위해서는 안정적인 국비 확보가 중요하다”며 “지역 국회의원들과 긴밀한 협력관계를 유지하면서 대구 현안사업에 필요한 국비가 최대한 확보될 수 있도록 시의회 차원에서도 적극 지원하겠다”고 밝혔다.
