수성구는 지난 7월 27일부터 8월 7일까지 진행한 제5기 공공건축가 공개모집 결과 45명이 지원했다고 밝혔다. 이 가운데 27명은 대구 외 지역에서 활동하는 전문가로, 전체 지원자의 60%를 차지했다.
지역별로는 서울에서 14명이 지원해 가장 많았으며 경기 3명, 경북 4명, 경남 3명, 충북·충남·대전에서 각각 1명이 응모했다. 국제건축가연맹(UIA) ‘올해의 100인 건축가상’ 수상 경력자와 국제 설계공모 당선 경험을 가진 건축가들도 지원 명단에 포함됐다.
수성구 공공건축가는 건축과 도시, 조경 분야 전문가 15명으로 구성되며 임기는 2년이다. 한 차례 연임도 가능하다.
공공건축가는 공공건축물의 기획 단계부터 설계와 시공, 유지관리까지 사업 전반에 참여해 전문적인 조정과 자문 역할을 수행한다. 설계공모 과정의 검토뿐 아니라 추정설계비 2천만원 미만 공공건축물의 설계와 디자인에도 직접 참여한다.
특히 수성구는 공공건축가의 역할을 단순 자문에 한정하지 않고 설계도서 사전검토와 현장 자문까지 확대해 운영하고 있다. 사업 추진 과정에서 발생할 수 있는 문제를 사전에 파악하고, 필요한 경우 설계변경이나 시공 개선방안을 제시하는 방식이다.
이번 제5기 공공건축가는 신규 위촉자 5명을 포함해 모두 15명으로 운영된다. 이 가운데 프랑스·독일·네덜란드·미국 건축사 자격을 보유한 전문가 5명이 참여하며, 계명대와 대구가톨릭대 건축학과 교수들도 활동에 합류한다. 총괄건축가는 조진만 조진만건축사사무소 대표가 맡는다.
수성구는 외부 전문가의 전문성을 공공건축 사업에 적극 활용함으로써 사업 초기 단계부터 완성도를 높이고, 현장에서 발생할 수 있는 시행착오를 줄이는 데 주력한다는 방침이다.
김대권 수성구청장은 “민간전문가가 실제 사업에 참여해 현장의 문제를 미리 찾아내고 해결방안을 제시하는 것이 수성구 공공건축가 운영의 가장 큰 장점”이라며 “그동안 축적한 운영 경험과 성과를 외부에도 공유해 지방자치단체 민간전문가 운영의 본보기가 될 수 있도록 하겠다”고 말했다.

Suseong-gu announced that 45 individuals applied during the open recruitment period for its 5th group of public architects, held from July 27 to August 7. Notably, 27 of these applicants—accounting for 60% of the total—are professionals based outside of Daegu.
By region, Seoul had the highest number of applicants with 14, followed by Gyeongbuk (4), Gyeonggi (3), Gyeongnam (3), and one each from Chungbuk, Chungnam, and Daejeon. The applicant pool included architects who have won the International Union of Architects (UIA) "Architect of the Year" award and those with experience winning international design competitions.
Suseong-gu’s public architect group consists of 15 experts in architecture, urban planning, and landscape architecture, serving a two-year term with the possibility of one consecutive reappointment.
Public architects play a role in professional coordination and consultation throughout the entire project lifecycle—from the planning stage of public buildings to design, construction, and maintenance. Beyond reviewing design competitions, they directly participate in the design of public buildings with estimated design costs under 20 million won.
In particular, Suseong-gu has expanded the role of public architects beyond simple consultation to include the preliminary review of design documents and on-site advisory services. This approach allows them to identify potential issues early in the project and propose design modifications or construction improvements when necessary.
The 5th group of public architects will consist of a total of 15 members, including five newly appointed individuals. Five experts holding architectural licenses from France, Germany, the Netherlands, and the United States will participate, alongside architecture professors from Keimyung University and Catholic University of Daegu. Cho Jin-man, principal of Cho Jin-man Architects, will serve as the chief architect.
Suseong-gu plans to actively leverage the expertise of these external professionals to enhance the quality of public architecture projects from the initial stages and minimize potential trial-and-error issues on-site.
Suseong-gu Mayor Kim Dae-kwon stated, "The greatest advantage of Suseong-gu’s public architect system is having private-sector experts directly participate in projects to identify on-site issues early and propose solutions." He added, "We will share the operational experience and achievements we have accumulated so far with others, aiming to set a model for how local governments can utilize private-sector experts."
