특히 "한 사건 안에도 사기, 협박, 스토킹, 디지털범죄 등이 얽혀있는 경우가 많다"며 "무엇을 기준으로 '사회적 약자 범죄'를 구분할 수 있을지 의문이 든다"고 지적했다.
아울러, 전세사기 피해자나 보이스피싱 피해 노인 같은 실제 사례를 들어 "누구라도 피해자가 되는 순간 가해자 앞에서는 약자가 될 수밖에 없다"고 강조했다.
