제2의 북풍몰이로 정권 위기탈출 시도? 과연 가능할까?

성공할 것인가, 아니면 실패할 것인가? 지금도 그 시계는 ‘째깍째깍’하고 있어

윤석열 정부로 정권이 바뀐 지는 불과 60여일 밖에 지나지 않았다. 하지만 변화는 그 정반대, 매우 크다. 언론에 매일 실시간으로 보도되다 시피하는 이들 성적표가 이를 증명한다. 그것도 긍정지수보다 부정지수가 더 높으니 어찌 그렇지 않다, 하겠는가?

결과, 박근혜 정부 때의 그 기억이 소환된다. 탄핵되었을 때의 하인리히 법칙((Heinrich's law)이 그것이다. 괜한 주관적 인식이 아니다. 집권 60여일 만에 30%대의 지지율, 정말 정상적이지 않은 것이다. 임기 4~5년 차에나 있을 법한 현상이 집권 초기, 그것도 너무나도 이른 초기부터 나타나고 있다면 그건 분명 정상적이지 않다는 말이고, 역대 그 어떤 정부에게도 없는 기현상이다.

분명 원인이 있을 것이다. 현상적으로는 호기롭게 시작한 도어스테핑이 오히려 말실수와 능력 부족으로, 그리고 자신의 정치·조직적 기반이 되어야 할 여권의 자중지란‘이준석 사태’, ‘서육남’으로 상징되는 검찰 중심의 편식 인사, 여기에다 미국과의 ‘현대판 내선일체’라 할 수 있는 종미·숭미외교 스타일 등은 과연 그들이 제정신 집단인지 묻지 않을 수 없게 하였다.

하지만 (필자가 보기에는) 진정한 위기의 본질은 다른 데 있다. 다름 아닌, 매우 급조된 페널티(penalty)정권이라는 그들의 태생 비밀 때문이다. ‘국가란 무엇인가?’에 이를 대입해보면 이는 매우 분명하다. 이름 하여 그들이 운명과 이념적으로 가질 수밖에 없는 다음과 같은 개념들이 실제 그들이 어떻게 해볼 수 없는 패널티 개념이다. 제2의 이완용 외교노선, 신냉전 돌격대, 불공정과 몰상식, 민주파괴, 평화파괴, 민생파탄, 노동파탄 등 총체적 요인, 그것 말이다. 정확하게는 정반대 ‘국가의 길’로 갈 수밖에 없는 그들 운명과 태생 말이다. 

지금 세계는 ‘패권(hegemony)’의 새판 짜기라 할 수 있는 글로벌 경제위기와 신냉전 구도로 치닫는데, 이 세계질서 재편 시기에 500여 년 전 당시 가졌던 시각 친명반청과 똑같은 시각으로 패권으로서는 이미 몰락해가고 있는 미국에 완전 100% ‘몰빵’하는 숭미(崇美)사대(事大)의 어리석음은 그들의 운명을 그렇게 위치 짓는다. 미국에게로 완전 속박되는 ‘글로벌 가치동맹’이 그것이고, 그것이 지난번 한미정상회담에서 이뤄졌다. 

그렇게 미국에로의 완전 속박은 대한민국 정부가 동네 구멍가게 주인 정도의 힘과 크기를 가지지 못하게 한다. 결과, 비례적으로 대한민국 대통령과 정부가 할 수 있는 일은 정말 아무것도 없게 되었고 오직 할 수 있는 것은 미국 눈치 보며 그들 입맛에 맞는 길로 갈 수밖에 없다. (미국으로부터의) 자율성 제로 정부가 할 수 있는 일은 부처님 손바닥 안에서 놀 수밖에 없는 ‘발악’ 운명 그 정도이다. 

‘반북·반문·반통일’프레임으로의 국가운영과 대한민국 민중들을 족칠 수밖에 없다. 정해진 운명대로 그렇게 윤석열 정부는 궤도를 따라 나아갈 수밖에 없다. 미국과의 글로벌 가치동맹에 완전 속박되는 그 순간부터 그들의 운명은 그렇게 정해져 있다. 다만, 그들은 이를 인정하려 들지 않고, 자신들의 무너져가는 권력 기반을 어떻게 해서라도 ‘땜빵’하기 위해 정말 혼신의 힘을 다해, 사력을 다해 막아내려 할 것이라는 점이다. 

'반북·반문·반통일', 그들 유일 대안으로 말이다. 그리고 그 시작은 이미 7월12일자 언론보도를 통해 확인받았다. ‘안보문란 TF’가 그것이고 “文정부 北눈치보기 다 조사하겠다”가 그 속내이다. 이로부터 이들은 앞으로 제2의 제3의 이러한 프레임-‘반북·반문·반통일’을 계속하여 만들어나갈 것이다. 결과, 이것이 통하면 그들은 집권 5년을 정말 어렵게 사수해 정권 재연장을 시도할 것이고, 이것이 통하지 않으면 그들은 ‘제2의 박근혜’운명이 될 수밖에 없다. 

그렇게 되지 않기 위해 그들은 이미 집권 초기부터 정부의 기능을 상실하고 그들의 정치·조직적 토대가 무녀져 가고 있지만, 그들은 그렇게 버티는 것을 넘어 그들의 장기인 ‘신북풍 몰이’광풍을 만들어 낼 것이다. 온갖 어중이떠중이 전문가들 모두를 다 언론에 등장시키고 ‘조중동’이라는 그들의 스피크를 총동원할 것이다. 

결과, ‘동족적대·반북대결’ 전면화로 사회적 이슈를 장악해 그들의 ‘잘못’을 한반도를 전쟁 위기로 덮고, 그걸로 그들은 이 위기 구조를 탈출하려 할 것이다.

성공할 것인가, 아니면 실패할 것인가? 지금도 그 시계는 ‘째깍째깍’하고 있다.
