이러한 행태는 다수 의석을 차지하고 있는 국민의힘 소속 의원들뿐 아니라 여당인 민주당 소속 의원도 포함된 것으로 알려졌다. 지역사회에서는 ‘주민 민원’이라는 명분이 사실상 일감 알선 수단으로 활용되고 있다는 비판이 확산되고 있다.

현행 ‘포항시의회 의원 행동강령 조례’는 가족 채용과 수의계약 체결 제한, 인사 청탁 및 이권 개입 금지, 알선·청탁 금지, 직무 관련 정보 이용 제한, 금품 수수 금지 등을 명확히 규정하고 있다. 하지만 실제 현장에서는 자료 요구, 예산 심의, 시정 질문 등 의정 권한이 사적 이해관계에 활용되고 있다는 내부 증언이 끊이지 않고 있다.

익명을 요구한 한 공무원은 “시의원의 요구를 거부하면 집요한 자료 제출 요구가 이어지고, 이유 없는 예산 삭감이나 시정 질문으로 압박이 가해진다”며 “법을 지키자니 조직이 흔들리고, 들어주자니 위법이 되는 상황에 놓인다”고 토로했다.

지역 주민들의 비판도 거세다. 대이동에 거주하는 한 주민은 “일부 의원들이 정쟁과 감정에 매몰돼 의회를 사유화하고 있다”며 “의정활동이 시민을 위한 견제와 감시가 아니라 개인 영향력 행사로 변질되고 있다”고 말했다.

또 다른 주민은 “남·북구 당협위원장을 맡고 있는 현직 국회의원들이 이러한 상황을 모르고 있을 리 없다”며 “지방의회에 대한 시민 신뢰를 회복하기 위해서라도 당 차원의 조사와 강력한 조치가 필요하다”고 지적했다.
