신암, 신천, 효목 등 구도심 지역에는 소규모 재개발과 골목상권 활성화를 추진해 노후 주거환경을 개선하겠다는 계획도 내놨다. 청년 정책 분야에서는 동대구역 경제권과 혁신도시를 연계한 일자리 창출로 청년들의 지역 정착을 유도하겠다고 밝혔다.  

군공항 이전으로 남게 될 부지 활용 방안도 제시했다. 서 예비후보는 해당 부지를 첨단산업과 주거, 문화 기능이 어우러진 미래 복합도시로 개발하겠다는 비전을 밝혔다.  

마지막으로 서 예비후보는 “말이 아니라 결과로 평가받는 구청장이 되겠다”며 “주민이 주인인 행정과 실질적인 변화로 동구를 다시 세우겠다”고 다짐했다.
