【브레이크뉴스 대구】이성현 기자=김두현 수성구의회 의원(사회복지위원장)은 21일 ‘2020년 더불어민주당 지방정부 우수정책 및 지방의회 우수조례’ 경진대회에서 우수조례 부문 1급 포상 수상자로 선정됐다고 밝혔다.

이 상은 더불어민주당 참좋은 지방정부위원회(대표 홍영표)에서 지방의 우수정책과 우수조례를 대상으로 개최하는 경진대회로서 우수조례 부문은 조례의 형식성, 혁신성, 효과성, 지역성, 파급성 등의 평가항목을 종합평가하여 수상자를 선정하며 김두현 125명의 기초의원 가운데 22명에게 주어지는 1급 포상을 받게 됐다.

김두현 의원이 대표 발의해 대구경북에서 최초로 제정한 '대구광역시 수성구 저장강박 의심가구 지원조례'는 저장강박증으로 인해 비위생적이고 위험한 주거환경에 노출된 저장강박 의심가구가 쾌적한 생활을 영위하기 위해 필요한 사항을 규정함으로써 저장강박 의심가구의 건강과 복지를 증진하기 위해 마련되었다.

‘저장강박증’은 강박장애의 일종으로, 어떤 물건이든지 사용 여부에 관계없이 계속 저장하고 그렇게 하지 않으면 불쾌하고 불편한 감정을 느끼는 증상이다.

일반적인 습관이나 또는 취미로 수집하는 것과는 다른 경우로 심한 경우 치료가 필요한 행동장애를 일컫는다.

수성구청은 이 조례에 따라 올해 6월 25 t의 쓰레기 더미에서 생활하던 엄마와 아들을 발견하고 구제하기도 하였다. 2021년에는 지역내 저장강박 의심가구를 전수조사하여 10여 가구 정도를 구제할 계획으로 예산안이 통과되었다. 

김두현 의원은 “저장강박으로 인해 의심하는 가구는 그 가구원들의 위생과 안전은 물론 주변 이웃들과의 갈등도 발생하기 때문에 행정기관에서 주거환경을 개선하고 지속적인 상담지원도 필요하다‘고 말했다.

한편 2019년 1월 출범한 더불어민주당 참좋은 지방정부위원회에서는 주민자치와 분권을 더욱 강화시켜 내 삶을 바꾸는 지방정부를 이끌고자 지방의 우수정책과 우수조례를 대상으로 경진대회를 실시하고 있으며, 올해 시상식은 오는 22일 국회 당대표실에서 있을 예정이다.
