함정호 포항시의회원은 지난 11일 제322회 포항시의회 임시회 5분 자유 발언에서 ”현재 진행 중인 네이처이엔티의 매립장 안정화 공사로 오천읍 주민들이 섬유 슬러지 악취와 독성에 상상할 수 없을 정도의 큰 피해가 우려된다“며 즉각적인 행정 조치를 촉구했다.

함 의원은 “매립된 지정 폐기물은 토양·지하수를 오염시키고, 산성·염기성의 혼합 악취 물질의 활성 탄소 섬유 슬러지로 폐기물을 파서 이동하며 악취가 발생하는 데도 방어막이 설계에 포함되지 않았다”고 지적했다.

그는 시는 네이처이엔티 폐기물 매립장 안정화 공사에 따른 섬유 슬러지 악취 발생 때 즉각적인 공사 중지·개선 명령 등 행정 조치를 해야 한다"고 촉구했다.

또 지역에 생활폐기물 에너지화시설(SRF) 논란에 이어 또 다시 섬유 슬러지 악취로 주민들이 공포감에 휩싸여 시는 악취 문제에만 국한하지 않고, 앞으로 예상되는 환경오염에 대해 능동적이며 즉각적인 행정 조치가 이뤄져야 한다"고 강조했다.

함 의원은 “환경오염은 더 이상 미룰 수 없는 긴급한 현안으로, 무엇보다 시민의 생명과 건강을 최우선으로 시정을 펼쳐야 한다”며 “앞으로 시는 대구지방환경청과 협력해 포항환경출장소 재설치를 위한 실질적인 논의를 조속히 추진할 것”을 요구했다.
