그는 “대구·경북 행정통합은 현 정부의 국정 기조와도 맞닿아 있으며, 수도권에 대응할 수 있는 초광역 단위의 경쟁력을 확보하기 위한 전략적 선택이라는 점에서 의미가 있다”고 평가했다.

다만 통합의 전제 조건으로 ▲중앙정부의 실질적인 권한 이양 ▲재정·인력에 대한 뒷받침 ▲경북 주요 도시의 자치 권한 확대가 반드시 병행돼야 한다고 밝혔다.

안 출마예정자는 “대구의 9개 구·군과 경북의 22개 시·군이 하나로 묶일 경우 인구만 약 500만 명에 달하는 거대 광역자치단체가 된다”며 “이 같은 구조에서 현재의 행정체계를 그대로 유지한다면 모든 시·군을 동일한 기준으로 관리하게 돼 행정 효율성이 오히려 떨어질 수 있다”고 지적했다.

특히 “인구 20만 명이 넘는 포항·구미·경산·경주 같은 도시와 인구 3만 명 이하의 군, 인구 8천 명 수준의 울릉군을 같은 행정 잣대로 운영하는 것은 현실과 맞지 않는다”며 “자치 역량과 행정 수요가 충분한 도시에 대해서는 교육·소방 등 주요 사무를 포함해 지금보다 훨씬 많은 권한을 이양해야 한다”고 강조했다.

또 “권한 이양은 선언에 그쳐서는 안 되며, 재원과 인력이 함께 이전돼야 실질적인 자치가 가능하다”며 “필요하다면 행정 효율성을 높이기 위해 과소 군을 인근 시와 연계하거나 묶는 방안도 검토할 필요가 있다”고 덧붙였다.

안 출마예정자는 “대구·경북특별시는 광역 교통, 산업, 환경, 균형발전 등 초광역 기능과 과소 군 지원에 집중하고, 기초지방자치단체가 자체적으로 처리할 수 있는 사무는 과감히 이양하는 방향으로 행정체계 개편이 이뤄져야 한다”며 “앞으로 국회 특별법 논의와 통합 추진 과정에서 포항을 비롯한 경북 도시의 권한 강화 원칙이 반드시 반영되길 기대한다”고 말했다.
