포항의 새로운 랜드마크로 조성될 POEX는 대형 외지 건설사가 시공을 맡은 대규모 프로젝트다. 시는 외지 중심의 시공 구조 속에서도 지역업체 참여를 확대하기 위해 상생 협력 방안을 지속적으로 추진해 왔다.

시는 공사 초기부터 지역 건설산업 활성화를 핵심 과제로 설정하고, 지역업체 데이터베이스(DB)를 활용해 우수 하도급 업체와 자재·장비 정보를 시공사에 제공하는 등 발주청으로서 가교 역할을 수행하고 있다. 현장 참여를 독려하며 실질적인 협력 기반을 마련해 왔다는 설명이다.

이 같은 노력은 수치로도 나타났다. 지난해 9월 포항시와 대한전문건설협회 경북도회 포항지역 관계자, 시공사, 감리단 등이 참석한 ‘지역건설산업 활성화를 위한 간담회’를 계기로 협력 체계가 한층 강화됐다. 간담회 이전 25%(8건 중 2건)에 그쳤던 지역업체 하도급 참여율은 이후 체결된 신규 계약 5건 중 3건(60%)으로 크게 상승했다.

현재까지 체결된 전체 하도급 계약 13건 중 5건이 포항 지역업체와 이뤄졌으며, 누적 고용 인원 1만1,598명 가운데 3,403명이 지역민으로 채용돼 일자리 창출과 지역 경기 활성화에도 기여하고 있다.

또한 시는 외지 시공사와 지역 건설업체 간 현장에서 발생하는 애로사항을 수시로 청취하고 중재에 나서며 불필요한 갈등을 최소화하고 공정한 건설 환경 조성에 행정력을 집중하고 있다.

포항시 관계자는 “POEX 건립은 단순한 건축사업을 넘어 지역사회와 함께 성장할 때 진정한 의미가 있다”며 “지역업체들이 대형 프로젝트 참여를 통해 기술 경쟁력을 확보할 수 있도록 공정한 기회를 제공하고, 상생 협력의 모범 사례로 자리매김할 수 있도록 지원을 아끼지 않겠다”고 밝혔다.

From the outset, the city has prioritized revitalizing the local construction industry. As the project owner, the city has acted as a bridge, utilizing its database of local companies to provide information on excellent subcontractors, materials, and equipment. These efforts have also been reflected in the figures. Last September, the "Meeting to Revitalize the Local Construction Industry" was held with Pohang City, the Gyeongbuk Provincial Chapter of the Korea Specialty Contractors Association, Pohang-area officials, construction companies, and supervisors, further strengthening the cooperative system. The participation rate of local companies in subcontracting, which stood at 25% (2 out of 8 contracts) before the meeting, has since increased significantly to 60% (3 out of 5) of new contracts signed.

To date, five of the 13 subcontracting contracts signed have been with local Pohang companies. Of the 11,598 total employees, 3,403 are local residents, contributing to job creation and revitalizing the local economy.

Furthermore, the city regularly listens to and mediates on-site difficulties arising between outside contractors and local construction companies, minimizing unnecessary conflicts and focusing its administrative efforts on creating a fair construction environment.

A Pohang City official said, “The construction of POEX is truly meaningful when it goes beyond a simple construction project and grows together with the local community,” adding, “We will spare no support to provide fair opportunities for local companies to secure technological competitiveness through participation in large-scale projects and to establish it as a model case of win-win cooperation.”
