조 예정자는 “길이 바뀌면 생활이 바뀐다”며 “영덕이 더 자주 선택받는 지역이 되기 위해서는 무엇보다 ‘오는 길’부터 편해져야 한다”고 밝혔다.

그는 관광과 투자, 정착을 가르는 핵심 요소로 접근성을 꼽으며 “좋은 관광 자원과 콘텐츠가 있어도 이동이 불편하면 사람은 오래 머물지 않고 기업도 투자를 망설이게 된다”고 설명했다.

특히 대구경북 신공항 시대를 영덕 발전의 기회로 만들기 위해서는 공항과 동해안 지역을 잇는 철도 연결이 필요하다고 강조했다. 조 예정자는 “철도 연결은 단순한 구상이 아니라 국가 계획에 반영돼야 현실화된다”며 “타당성 조사와 기본구상, 노선 협의 등 사전 절차를 지금부터 체계적으로 추진하겠다”고 말했다.

이를 위해 영덕 단독 요구가 아니라 포항·경주·울진 등 동해안 권역과 연계해 공항 연결 철도 노선을 국가 철도망 및 광역교통 계획에 반영시키는 데 집중하겠다는 방침이다.

조 예정자는 또 철도역 설치만으로는 효과가 제한적이라며 연계 교통망 구축도 함께 추진하겠다고 밝혔다. 그는 “역이 생겨도 시내와 관광지, 산업단지로 연결이 불편하면 활용도가 떨어진다”며 “버스와 환승센터, 주차장 등 연계 교통을 함께 설계하는 패키지 교통망을 구축하겠다”고 설명했다.

아울러 중앙정부와 경북도, 국회와의 협력 체계를 상시적으로 가동하는 ‘세일즈 행정’을 통해 사업 추진을 앞당기겠다는 계획도 밝혔다.

조 예정자는 “공항 접근성이 개선되면 영덕은 단순히 먼 지역이 아니라 주말에 찾을 수 있는 생활권이 된다”며 “생활 인구가 늘어나면 상권과 숙박, 일자리와 투자까지 함께 살아날 것”이라고 말했다.

이어 “시간을 줄이는 교통 인프라는 곧 인구를 지키는 정책”이라며 “영덕을 더 가까운 영덕으로 만들겠다”고 강조했다.
