다만 특별행정기관이 범 부처별로 5,000개 이상 규모인 만큼, 시범적으로 지방중소벤처기업청, 지방경찰청, 지방고용노동청의 사무·인력·예산 일괄이양을 우선 추진하는 것을 중앙지방협력회의 안건으로 상정하기로 결정했다.

이 밖에도 17개 시도지사들은‘지방시대’근거 법률인「지방자치분권 및 지역균형발전에 관한 특별법(안)」이 발의되어 국회에 계류되어 있으나 심의가 진행되지 않고 있는 것과 관련한 공동성명을 발표했다.
