【브레이크뉴스 대구 】이성현 기자=대구 지역 기초자치단체의 재난상황실 운영이 사실상 ‘무방비 상태’로 드러났다. 

(사)대구안전생활실천시민연합(대구안실련)이 대구시와 산하 8개 구·군의 재난상황실 실태를 정보공개로 확인한 결과, 대부분의 구·군이 행정안전부의 전담 인력 확보 권고를 무시하고 사실상 형식적 운영만 지속해 온 것으로 나타났다. 시민 안전을 책임지는 최전선이 인력 부재로 붕괴된 셈이다.

행정안전부는 이태원 참사 이후 지난 2023년부터 올해까지 총 세 차례에 걸쳐 전국 지방정부에 재난상황실 전담 인력 확충을 권고했다. ‘2인 1조 4교대 체계(8명 이상)가 기본 대응 기준’이라는 명확한 가이드라인도 제시됐다. 이는 재난 대응 체계의 최소 안전선으로, 정부가 반복해 강조해 온 핵심 원칙이다.

그러나 대구에서 이 기준을 충족한 곳은 대구시와 수성구뿐이며, 나머지 6개 구·군은 전담 인력이 ‘0명’인 것으로 확인됐다.

특히, 각 구·군의 재난관리 담당 직원 1명이 번갈아 가며 상황실을 지키는 방식이 이어지는가 하면, 주말이나 야간에는 단 한 명이 밤샘 근무를 하는 구조였다. 자료에 따르면 대구시는 3조 3교대로 총 10명이 전담하고 있었다. 수성구는 4조에 2교대로 4명이 업무를 맡았다. 이는 권고 충족 인원 절반에 해당된다.  나머지 6개 구군의 경우에는 전담인력이 아예 없었다. 군위군은 비상상황이 발생했을 때만 별도로 구성해 운영됐다.

대구안실련은 “이런 환경에서는 재난이 발생해도 즉각 대응이 사실상 불가능하다”며 “시민 안전을 스스로 포기한 것이나 다름없다”고 강하게 비판했다.

대구안실련은 이번 사안을 단순한 인력 부족이 아니라 구조적 직무유기라고 규정했다. 행안부가 세 차례나 공식 권고를 내렸음에도 이를 무시한 것은 “최소 안전 기준조차 지키지 않은 중대한 행정 태만”이라는 지적이다. 특히 이태원 참사 이후 정부가 수차례 강조한 ‘재난 대응 체계 강화’ 기조를 외면했다는 점에서 그 책임이 더 무겁다는 평가다.

대구안실련은 “재난은 단 한 번의 대응 실패가 수많은 생명 피해로 이어진다는 사실을 우리는 이미 경험했다”며 “대구의 기초자치단체들은 안전체계를 갖추지 않은 채 ‘재난 대응 흉내’만 내고 있다”고 비판의 수위를 높였다. 이어 대구시와 8개 구·군 단체장을 대상으로 1)행안부 권고를 3차례나 무시한 이유를 시민에게 명확히 공개할 것과 2) 권고 기준(2인 1조 4교대, 총 8명 이상)에 맞는 전담 인력을 즉시 충원하고 운영 계획을 내놓을 것. 3) 인력 부재로 발생한 위험 공백을 해소하기 위해 비상 인력 재배치와 조직 개편을 즉시 시행할 것. 4) 재난상황실 운영 실태를 투명하게 공개하고, 매년 정기 감사 실시 및 결과를 시민에게 보고할 것 등을 요구했다.

대구안실련은 “시민의 생명과 안전보다 우선되는 행정 편의나 예산 논리는 존재할 수 없다”고 강조하고 “이태원 참사의 교훈을 망각한 행정은 또 다른 재난을 불러올 뿐”이라고 목소리를 높였다. 이에 대하여 대구시와 각 구·군은 이번 지적에 대한 별도의 입장 발표를 아직 내놓지 않았다.

 The operation of disaster situation rooms in local governments in the Daegu region has been revealed to be virtually "unprepared."

The Daegu Citizens' Coalition for Safe Living (Daegu Safety Coalition) confirmed the status of the disaster situation rooms in Daegu City and its eight districts and counties through information disclosure. It found that most districts and counties ignored the Ministry of the Interior and Safety's recommendation to secure dedicated staff, effectively continuing to operate them in a perfunctory manner. This lack of staffing has effectively disrupted the frontlines responsible for citizen safety.

Following the Itaewon disaster, the Ministry of the Interior and Safety recommended three times from 2023 to this year that local governments nationwide increase their dedicated disaster situation room staffing. A clear guideline was also presented: "A two-person team, four-shift system (at least eight people) is the basic response standard." This represents the minimum safety standard for disaster response systems and is a core principle repeatedly emphasized by the government.

However, only Daegu City and Suseong District met this standard in Daegu, while the remaining six districts and counties had zero dedicated personnel.

Notably, one disaster management officer from each district and county took turns manning the situation room, and on weekends and at night, only one person worked overnight. According to the data, Daegu City had a total of ten personnel working in three teams and three shifts. Suseong District had four teams and two shifts, with four personnel handling the work. This represents half of the recommended staffing level. The remaining six districts and counties had no dedicated personnel at all. Gunwi County only established a separate team in case of an emergency.

The Daegu Safety Coalition strongly criticized the situation, stating, "In this environment, immediate response is virtually impossible even in the event of a disaster. This is tantamount to abandoning the safety of citizens."

The Daegu Safety Coalition defined this incident not as a simple lack of personnel, but as structural dereliction of duty. The Ministry of the Interior and Safety (MOIS) has criticized the government's disregard for three official recommendations, calling it "a serious administrative negligence that fails to adhere to even the minimum safety standards." The blame is particularly heavy given the government's repeated emphasis on strengthening disaster response systems following the Itaewon disaster.

The Daegu Safety Coalition (Daegu Safety Coalition) intensified its criticism, stating, "We have already experienced that a single failure in disaster response can lead to countless casualties." They added, "Daegu's local governments are merely 'chamois[ing] disaster response' without a safety system in place." They demanded that the mayors of Daegu City and eight districts and counties 1) clearly disclose to the public the reasons for ignoring the MOIS recommendations three times; 2) immediately recruit dedicated personnel meeting the recommended standards (two people per team, four shifts, a total of at least eight people) and develop an operational plan; and 3) immediately implement emergency personnel redeployment and organizational restructuring to address the risk gaps created by the staffing shortage. 4) They demanded transparent disclosure of the operational status of the disaster situation room, annual audits, and reporting of the results to the public.

The Daegu Safety Coalition emphasized, "Administrative convenience or budgetary considerations cannot take precedence over the lives and safety of citizens," and raised their voices, saying, "Administrative practices that ignore the lessons of the Itaewon disaster will only invite another disaster." Daegu City and the districts and counties have yet to release a separate statement regarding these findings.
