최 의원은 출마선언문에서 김주수 군수의 지난 12년 성과를“신공항 유치와 세포배양 산업 개척이라는 밑그림을 그린 노고를 존중한다”고 평가했다. 그러면서“화려한 뉴스만큼 군민의 삶이 나아졌느냐”고 반문했다.

특히 최 의원은 “도의회 행정보건복지위원장을 지내며 다져온 전문성을 바탕으로 병원이 집 앞으로 오는‘안심 복지 특구’를 반드시 실현하겠다”며 강한 자신감을 내비쳤다.
