최태림 경상북도의회 행정보건복지위원회 위원장(의성)이 발의한 ‘경상북도 주민투표 조례 일부개정조례안’에는 외국인 주민투표권자의 자격에서 연령을 삭제할 것과, 주민투표 청구를 위한 서명 주민수의 하향 조정, 주민투표 전자서명청구제도 도입, 주민투표청구심의회 규정 정비 등 상위법령의 개정사항이 반영됐다.
최 위원장은 “이번 개정 조례안은 주민투표권 연령 하향 등의 내용으로 ‘주민투표법’이 개정됨에 따라 그 개정사항을 반영한 것”이라며 “주민투표제도의 원활한 운영과 지방자치행정에 대한 주민의 참여 활성화를 적극적으로 도모하여 주민 주권을 구현하는 계기가 되기를 기대한다”고 밝혔다.
한편, 이번 조례안은 12일 경상북도의회 행정보건복지위원회 심사 통과에 이어 오는 21일 제2차 정례회 본회의에서 최종 의결될 예정이다.
