행정통합 추진에 가장 적극적인 쪽은 지방선거를 앞둔 인사들이다. 이철우 경북도지사를 비롯해 대구시장 출마 예정자들 상당수는 이번 이슈를 정치적 동력과 존재감을 키울 기회로 받아들이는 분위기다. ‘초광역 행정’, ‘수도권 대응’, ‘미래 먹거리’라는 명분은 선거 국면에서 활용도가 높다. 

반면, 경북도지사 출마 예정자들 사이에서는 기류가 엇갈린다. 통합 이후 권한 축소, 정치적 입지 변화에 대한 계산이 복잡하기 때문이다. 특히 국회의원들의 반응은 한층 더 냉담하다.

대구·경북 지역 일부 국회의원들은 비공식 석상은 물론, 기자들이 있는 자리에서도 “너무 서두른다”, “진정성이 의심된다”며 이철우 경북도지사의 이번 행보를 두고 노골적인 불만을 드러냈다. 특정 인물을 겨냥해 “개인 정치 일정에 맞춘 것 아니냐”는 말까지 나오는 상황이다.

대구를 지역구로 둔 모 국회의원은 “이철우 지사가 왜 갑자기 행정통합을 꺼내들었는지 이유를 잘 모르겠다”며 “아무리 순수하게 보려해도 잘 이해되지 않는다”고 말했다. 경북 지역 모 국회의원도 “통합은 다음 기회 해야 한다”고 말했다. 그 역시 이 지사와 통합을 말하는 일부 대구시장 출마 예정 국회의원들의 순수성을 의심했다. 

이런 가운데 결국은 이번 행정통합 논의가 경북도의회가 키를 쥐고 있는 게 아니라 결국은 국회의원들이 쥐고 있다는 분석이 나오고 있다. 실제, 형식적으로 보면 행정통합의 핵심 관문은 경북도의회다. 도의회의 동의 없이는 어떤 절차도 진전될 수 없다. 그러나 현실 정치에서 도의회의 선택은 상당 부분 지역 국회의원들의 의중과 분리되기 어렵다는 것이 중론이다.

경북도의원들의 공천권을 다름 아닌 지역 국회의원들이 쥐고 있기 때문이다. 공교롭게도 지방선거 목전이다. 이 때문에 “국회의원들이 미적지근한 상황에서 도의회가 과연 과감하게 도장을 찍을 수 있겠느냐”는 회의론이 끊이지 않는다.

아이러니하게도 국회의원들은 공개석상에서 행정통합의 필요성을 전면 부정하지는 않는다. 다만 ‘지금은 아니다’, ‘절차가 부족하다’, ‘공론화가 더 필요하다’는 말로 속도 조절을 요구한다.

문제는 이런 태도가 결과적으로는 책임은 피하면서 결정은 미루는 정치로 비친다는 점이다. 지역의 구조적 위기를 누구보다 잘 아는 이들이면서도, 막상 판이 커지면 손을 떼는 모습은 비판을 피하기 어렵다.

자칫하다가는 대구경북 행정통합 논의는 명분의 싸움을 넘어 권력 구조의 문제가 될 수 있다는 우려가 제기되고 있다. 

도의회 표결의 열쇠를 쥐고 있는 경북지역 국회의원들이 끝내 소극적 태도를 유지한다면 이번 행정통합 논의는 또 하나의 정치적 구호로 남을 가능성이 크다. 반대로, 진정으로 지역의 미래를 말하려면 찬반을 떠나 명확한 입장과 책임 있는 선택을 내놓아야 한다는 지적이다. 박남수 평론가는 “출마자들의 열정만으로는 행정통합을 이룰 수 없다”면서 “이제 공은, 그리고 책임은 국회의원들에게 넘어가고 있다고 봐야 한다”고 우려를 나타냈다.

Meanwhile, sentiments are mixed among potential candidates for North Gyeongsang Province Governor. This is due to the complex calculations surrounding the potential reduction in authority and shifts in political standing following the merger. The response from National Assembly members, in particular, has been even more lukewarm.

Some lawmakers from the Daegu and North Gyeongsang Province regions have openly expressed their discontent with Governor Lee Cheol-woo's actions, both in informal settings and in front of reporters, calling him "too hasty" and "questioning his sincerity." Some have even targeted specific individuals, claiming he "just wants to fit in with his personal political agenda."

The prevailing view in local political circles is that "only the candidates are trying to ride the wave." Indeed, many lawmakers are maintaining a distance or adopting a wait-and-see approach rather than actively engaging in administrative integration discussions.

This is because, even if the administrative integration is successful, the immediate political benefits for lawmakers are limited. Rather, they believe the risks associated with it, such as constituency adjustments, a realignment of political influence, and a shift in existing support bases, are greater.

A National Assembly member representing Daegu said, "I don't understand why Governor Lee Cheol-woo suddenly brought up administrative integration. No matter how purely I try to view it, it's incomprehensible." A member of the National Assembly from North Gyeongsang Province also said, "Unification should be postponed until another time." He, too, questioned the sincerity of Governor Lee and some of the Daegu mayoral candidates who are talking about integration.

Amidst this, some analysts are suggesting that the current administrative integration discussions are ultimately being held not by the North Gyeongsang Provincial Council, but by the National Assembly members themselves. In reality, and formally, the key to administrative integration is the North Gyeongsang Provincial Council. Without the council's consent, no process can proceed. However, the prevailing view is that in real-world politics, the council's choices are largely inseparable from the will of local National Assembly members.

This is because the power to nominate candidates for North Gyeongsang Provincial Council members is held by none other than local National Assembly members. Concerns are being raised that the discussion on administrative integration in Daegu and Gyeongbuk could go beyond a battle of justifications and escalate into a power structure issue. If the Gyeongbuk National Assembly members, who hold the key to voting in the provincial council, maintain a passive stance, the current administrative integration debate is likely to remain just another political slogan. Conversely, some argue that to truly address the region's future, they must present a clear position and make responsible choices, regardless of their pros and cons. Critic Park Nam-soo expressed concern, saying, "Administrative integration cannot be achieved solely through the passion of candidates," and adding, "The ball and the responsibility are now being passed to the National Assembly members."
