【브레이크뉴스 대구】진예솔 기자=대구경북 지역 보건복지 단체들이 최근 국회에 상정된 대구경북통합특별법에 포함된 ‘영리병원 설립 허용’ 조항을 강하게 비판하며 법안의 전면 폐기를 촉구하고 나섰다.

대구경북보건복지단체연대회의는 24일 오전 11시 대구시청 동인청사 앞에서 기자회견을 열고, “통합특별법은 지역 균형발전이 아닌 의료 영리화를 제도화하려는 개악안”이라고 주장했다. 연대회의는 “시·도민 생명과 안전을 담보로 한 졸속 통합을 즉각 중단해야 한다”고 목소리를 높였다.

이들은 이번 통합특별법에 ‘글로벌미래특구’로 지정될 경우 경제자유구역과 같은 효력이 부여되고, 해당 지역에서는 영리병원 설립이 가능해지는 특례 조항이 포함된 점을 문제 삼았다. 연대회의는 “앞으로 기존 경제자유구역보다 훨씬 쉽게 특구 지정이 가능해질 경우 대구와 경북 전역으로 영리병원이 확산될 우려가 크다”고 말했다.

이날 기자회견에서 은재식 사무처장은 “진정한 지역 발전을 위해 필요한 것은 영리병원이 아니라 공공병원의 확충과 공공의료 강화”라고 강조하며, “영리병원 도입은 의료비 상승과 의료 양극화를 불러와 결국 지역민 삶을 위협하게 될 것”이라고 경고했다.

한송희 대표도 “영리병원 설립은 과잉진료와 의료비 폭등으로 이어질 가능성이 크다”며 “건강보험 당연지정제의 근간을 흔드는 시도는 용납할 수 없다”고 말했다.

배윤주 사무국장은 “행정통합이라는 명분 아래 의료체계를 시장 논리에 맡기는 것은 민주주의와 생명권, 두 가지 모두를 훼손하는 일”이라며 “통합 논의는 원점에서 다시 시작해야 한다”고 밝혔다.

연대회의는 성명서를 통해 정부와 국회, 대구시와 경북도에 ▲영리병원 허용 조항이 담긴 통합특별법의 즉각 중단 및 폐기, ▲의료 민영화 위험에 대한 투명한 정보 공개, ▲졸속 통합에 따른 사회적 갈등과 의료 붕괴에 대한 책임 있는 대응 등을 요구했다.

한편, 이들은 “통합 논의가 ‘대통령 국정과제’라는 이유로 졸속 추진되고 있다”며 “지역민의 생명과 건강권보다 앞서는 가치는 없다”고 재차 강조했다.

At the press conference that day, Secretary-General Eun Jae-sik emphasized, "What is needed for true regional development is not for-profit hospitals, but the expansion of public hospitals and the strengthening of public healthcare." He warned, "The introduction of for-profit hospitals will lead to rising medical costs and polarization, ultimately threatening the lives of local residents."

CEO Han Song-hee also stated, "The establishment of for-profit hospitals is highly likely to lead to overtreatment and skyrocketing medical expenses," and added, "Any attempt to undermine the foundation of the mandatory designation system for health insurance is unacceptable."

Secretary-General Bae Yoon-joo stated, "Leaving the medical system to market logic under the guise of administrative integration undermines both democracy and the right to life." He added, "The integration discussion must begin again from scratch."

In a statement, the Solidarity Conference demanded the following from the government, the National Assembly, Daegu City, and North Gyeongsang Province: 1) the immediate suspension and repeal of the Special Act on Integration, which includes provisions permitting for-profit hospitals; 2) transparent disclosure of information on the risks of healthcare privatization; and 3) a responsible response to the social conflict and healthcare collapse resulting from the hasty integration.

Meanwhile, they reiterated that “the integration discussion is being rushed forward under the pretext of being a ‘presidential task,’” and that “no value comes before the lives and health of local residents.”
