이번 개정안은 처벌 수위를 ‘10년 이하의 징역’ 또는 ‘2천만 원 이상 7천만 원 이하의 벌금’으로 상향 조정했다. 특히 벌금형 이상의 형이 확정된 경우 피선거권 제한 기간을 20년으로 대폭 늘려, 사실상 정치적 재기를 어렵게 함으로써 불법 금품수수 의지를 원천 차단하겠다는 취지를 담았다.
