【브레이크뉴스 대구】진예솔 기자=6월 3일 치러지는 전국 동시지방선거를 앞두고 기초단체장들의 행정 마인드가 어느 때보다 중요한 화두로 떠올랐다.

특히 대구·경북 지역에서는 오랜 기간 ‘보수 텃밭’으로 불려온 국민의힘이 정권을 넘겨주는 과정에서 지역민을 대표하는 단체장들의 역할이 얼마나 막중한지 다시 한 번 절감하고 있다. 이번 6월 지방선거를 준비하는 각오가 남다를 수밖에 없다.

누구나 선거에 출마할 수 있지만, 모두가 당선의 영광을 안을 수 있는 건 아니다. 결국 지역에 맞는 행정 철학과 이를 실현할 역량을 갖춘 인물이 선택받는다. 

이에 본지는 다양한 분야의 질문으로 이번 선거에 나선 후보들의 행정 철학을 검증하고, 유권자들에게 신중한 선택을 할 수 있도록 기획 인터뷰를 마련했다.<편집자 주>

대구 달서구청장 출마 예정자 조홍철 전 대구시의원

“청년이 떠나는 도시엔 미래 없다… 달서는 일자리부터 바꿔야 한다”

조홍철 달서구청장 출마 예정자는 달서구 인구 정체와 고령화의 핵심 원인으로 청년과 신혼가구의 지속적인 순유출을 꼽았다. 그는 “20~39세 청년 인구와 신혼가구가 빠져나가고 출생아 수가 줄면서 인구 감소와 고령화가 동시에 가속화되고 있다”며 “대구 청년의 약 40%가 양질의 일자리를 찾지 못해 매년 수도권으로 이동하고 있는 현실이 가장 큰 문제”라고 진단했다.

이 같은 구조를 바꾸지 않으면 어떤 인구 정책도 효과를 내기 어렵다는 게 그의 판단이다. 조 후보는 성서산업단지를 AI·바이오·로보틱스 등 4차 산업 기반의 창의적 개발·생산 거점으로 전환해 청년 고용을 늘리고, 정주 여건과 세제 혜택, 기업 지원을 병행하겠다고 밝혔다. 임기 중 반드시 개선하겠다고 약속할 핵심 지표로는 ‘청년 고용률과 정주 인구 유지’를 제시했다.

성서산단, 하청 구조에서 벗어나야

성서산업단지 침체의 원인에 대해 조 후보는 “주체적인 산업 구조를 갖추지 못한 채 하청업체 중심으로 운영돼 왔고, 전문가 영입과 산학 협력이 부족해 4차 산업 전환이 늦어졌다”고 평가했다. 전통 제조업 집중, 노후한 공간·인프라, 인력 구조 붕괴 등 구조적 한계도 분명하다고 지적했다.

그는 기존 제조업을 무조건 대체하기보다는 유지와 전환을 병행하겠다는 입장이다. 로봇·자동화·첨단부품·산업 소프트웨어 등 신산업을 선별적으로 유치하면서, 고용을 유지하고 구조조정을 최소화하는 기업에 행·재정적 지원을 집중하겠다고 밝혔다. “일자리 숫자보다 중요한 것은 기존 일자리의 안정성”이라는 설명이다.

구청장은 ‘투자자’ 아닌 ‘연결자’

산업·일자리 정책에서 구청장의 역할에 대해서는 명확한 선을 그었다. 조 후보는 “구청장은 직접 투자하는 주체가 아니라 기업·대학·연구기관·시와 중앙정부를 연결하는 조정자”라며 “산학 협력과 국·시비 공모사업 연계를 통해 산업 환경을 바꾸는 데 집중하겠다”고 말했다.

특히 성서공단 일대를 직주근접형 산업·주거 공간으로 개선하고, 문화 인프라를 확충해 청년들이 ‘들어오고 싶은 산업 환경’을 만들겠다는 구상도 밝혔다.

생활권 불균형, 기능 재배치로 풀어야

달서구 내부의 생활권 격차 문제에 대해 그는 계획적 주거와 학군이 형성된 두류·상인·월성권과 달리 송현·용산 일부 지역은 노후 주거지가 고착돼 있다고 진단했다. 교육·문화·상권이 특정 지역에 집중되면서 격차가 반복·고착되고 있다는 것이다.

대안으로는 동 단위가 아닌 생활권 단위 접근을 제시했다. 취약 생활권에 행정·재정력을 집중하고, 사람의 이동을 유도하는 구조로 바꿔야 한다는 설명이다. 상인·월성권은 교육과 정주 안정, 두류권은 문화와 광역 접근, 진천권은 체육과 청년 주거, 송현·용산권은 주거 재생과 상권 활성화로 기능을 구분해 강화하겠다는 구상도 밝혔다.

재개발 갈등, ‘사후 대응’ 아닌 ‘사전 관리’

재개발·재건축 과정의 주민 갈등에 대해 조 후보는 “도시 정비는 사업이 아니라 갈등 관리 행정”이라고 규정했다. 소유자와 세입자, 찬반 주민 간 이해 충돌과 정보 비대칭, 행정의 모호한 태도가 갈등을 키워왔다는 지적이다.

그는 중립·조정·결정의 역할을 명확히 구분하고, 문제가 발생한 뒤 대응하는 방식에서 벗어나 데이터 기반 사전 관리로 전환하겠다고 밝혔다. 도시분쟁조정위원회와 도시재생지원센터를 활성화하고, 구청 직원 상주와 구청장의 직접 소통으로 신뢰를 높이겠다는 방침이다.

두류공원은 ‘개발 대상’ 아닌 생활 자산

두류공원과 하천·녹지 공간 활용 논란에 대해서는 생활 밀착형 개선을 강조했다. 조 후보는 “두류공원을 제1호 국가도시공원으로 지정해 대구 시민 모두의 명품 휴식 공간으로 발전시킬 토대를 마련하겠다”고 말했다.

대규모 개발보다는 훼손된 산책로 복원, 성당못 인근 노년층을 위한 여가·휴게 시설 확충, 코오롱 야외공연장 인근 가족 중심 프로그램 강화 등 일상 중심의 개선책을 제시했다. 대구수목원과 대명유수지 등도 프로그램화해 환경 친화적 활용도를 높이겠다는 구상이다.

‘베드타운’ 넘어 서부권 생활·경제 중심으로

달서구의 장기 비전에 대해 그는 ‘생활 완결형 도시’를 제시했다. 성서산단의 4차 산업 전환으로 공해를 줄이고 양질의 일자리를 늘리며, 이곡역~계명대역 일대를 산업·주거가 조화된 첨단 지역으로 만들겠다는 계획이다.

조 후보는 “일과 교육, 돌봄, 소비, 여가를 생활권 안에서 해결할 수 있어야 한다”며 “개발보다 구조를 바꿔 달서구를 서부권의 생활·경제 중심으로 키우겠다”고 말했다.

예산은 ‘되돌아오는 분야’에 집중

재정 운용과 관련해서는 선택과 집중을 분명히 했다. 그는 “달서구 예산의 73%가 복지에 쓰이는 만큼 남은 예산은 성과가 되돌아오는 분야에 써야 한다”며 일자리와 직결되는 생활형 산업과 상권 회복을 최우선으로 꼽았다.

구체적으로는 성서산단 체질 개선, 생활권 골목상권과 전통시장 회복, 재취업·전환 교육을 통한 민간 연계형 일자리 창출에 예산을 집중하겠다고 밝혔다. “구청 살림도 가계처럼 수입을 늘리는 구조를 고민해야 한다”는 말로 인터뷰를 마무리했다.

Cho Hong-cheol, the candidate for mayor of Dalseo District, identified the persistent net outflow of young people and newlyweds as the core cause of Dalseo District's stagnant population and aging. He also announced plans to strengthen the Sangin and Wolseong areas by focusing on education and residential stability, the Duryu area on culture and metropolitan access, the Jincheon area on sports and youth housing, and the Songhyeon and Yongsan areas on residential regeneration and commercial revitalization.

Redevelopment Conflicts: "Proactive Management," Not "Reactive Response"

Regarding the conflicts posed by residents during redevelopment and reconstruction, candidate Cho defined "urban development as a conflict management process, not a project." He also plans to program the Daegu Arboretum and Daemyeong Reservoir to enhance their environmentally friendly use.

Beyond a "bedtown": A center for the western region's lifestyle and economy

He proposed a "life-integrated city" for Dalseo-gu's long-term vision. He plans to reduce pollution and increase quality jobs through the Seongseo Industrial Complex's transition to the Fourth Industrial Revolution, and transform the area between Igok Station and Keimyung University Station into a cutting-edge district that harmonizes industry and housing.

Candidate Cho stated, "Work, education, care, consumption, and leisure must be addressed within the residential area," and added, "Rather than development, I will transform Dalseo-gu into a center of life and economy in the western region."

Budget Focus on 'Returning Sectors'

Regarding fiscal management, he made clear his focus on selection and concentration. He stated, "Since 73% of Dalseo-gu's budget is spent on welfare, the remaining budget should be used in areas with positive outcomes."
