전 예비후보는 15일 “만촌동 학원가 일대는 밤 10시 전후로 학부모 차량이 한꺼번에 몰려 도로 기능이 사실상 마비되는 수준”이라며, “단속만으로는 한계가 분명한 만큼, 수업 종료 흐름 자체를 분산할 필요가 있다”고 진단했다.
그는 문제 해소를 위해 교습 제한시간을 유연하게 조정하고, 학원마다 종료 시간을 다르게 운영하는 ‘권역별 종강 분산’ 방안을 제안했다.
이를 위해 교육청과의 협의를 추진하는 한편, 학원가를 4개 권역으로 나눠 학원별로 종료시각을 10분씩 달리하는 시스템 도입을 검토하고 있다.
주요 학원과 학부모, 주민 대표가 참여하는 협의체를 구성해 구체적 실행 방안도 마련할 계획이다.
교통 혼잡 시간대와 픽업 집중 구간에 대한 실태조사를 선행한 뒤, 시범 운영을 거쳐 효과가 확인되면 단계적으로 확대 적용한다는 방침이다.
전 예비후보는 “이 문제는 단순히 단속을 강화한다고 해결될 사안이 아니다”라면서 “학원과 학부모, 주민이 함께 역할을 나누고 운영 방식을 바꿔 모두가 덜 불편한 만촌동을 만들겠다”고 밝혔다.
추진에 드는 비용 역시 대규모 인프라 투자가 아닌 행정 협의와 운영 체계 조정에 무게를 두고 있어, 기존 교통관리 예산 내에서 충분히 가능하다는 입장이다.
