현행법은 중소벤처기업진흥공단이 중소기업의 자동화·정보화 지원사업을 수행할 수 있도록 하고, 자동화지원센터와 정보화지원센터를 설치·운영할 수 있도록 규정하고 있다. 그러나 구 의원이 중소벤처기업진흥공단으로부터 제출받은 자료에 따르면 현재 실제 운영 중인 지원센터는 없는 것으로 나타났다.

실제 2024년 중소기업중앙회가 실시한 ‘중소기업 인공지능 활용의향 실태조사’ 결과, AI를 도입해 활용 중인 중소기업은 5.3%에 불과했고, 도입을 희망하는 기업도 16.3% 수준에 머물렀다. 이는 중소기업의 AI 활용 기반이 여전히 취약하고 대기업과의 기술 격차가 확대되고 있음을 보여주는 수치로 해석된다.
이에 따라 구 의원은 기존 자동화·정보화 지원을 넘어 산업 전반의 AI 전환 흐름에 정부가 적극 대응할 필요가 있다고 보고 이번 개정안을 마련했다.
개정안에는 중소벤처기업진흥공단이 인공지능전환지원센터를 설치·운영할 수 있는 법적 근거를 신설하고, △중소기업 AI 전환 수요 발굴 및 진단 △전문인력 양성 △데이터 수집·가공·활용 지원 △교육 및 컨설팅 △실증 및 시범사업 지원 등 체계적인 지원사업을 추진할 수 있도록 하는 내용이 담겼다.
이번 법안이 통과되면 중소기업의 AI 도입 장벽이 낮아지고 산업 전반의 디지털 경쟁력이 강화될 것으로 기대된다. 특히 중진공을 중심으로 한 전담 지원체계가 구축되면서 지역 중소기업들도 실질적인 혜택을 체감할 수 있을 것으로 전망된다.
구자근 의원은 “인공지능 전환은 더 이상 선택이 아니라 생존의 문제이지만, 중소기업은 여전히 인력과 데이터, 기술 측면에서 많은 어려움을 겪고 있다”며 “중소기업이 AI를 활용해 생산성과 경쟁력을 높일 수 있도록 국가 차원의 체계적인 지원 기반을 반드시 마련해야 한다”고 말했다.

While the use of AI technology is rapidly spreading across the manufacturing and service sectors, SMEs are facing difficulties in transitioning to AI due to a shortage of skilled personnel and insufficient capabilities in utilizing data. In fact, according to the results of the "Survey on SMEs' Intention to Utilize AI" conducted by the Korea Federation of SMEs in 2024, only 5.3% of SMEs had adopted and were utilizing AI, while the percentage of companies wishing to adopt it remained at 16.3%. These figures are interpreted as indicating that the foundation for AI utilization among SMEs remains weak and that the technological gap with large corporations is widening.
Accordingly, Assemblyman Koo prepared this amendment, believing that the government needs to actively respond to the trend of AI transformation across all industries, going beyond existing support for automation and informatization.
The amendment establishes a legal basis for the Korea Small Business & Venture Corporation (KOSBC) to set up and operate an AI Transformation Support Center. It also includes provisions enabling the implementation of systematic support programs, such as identifying and diagnosing AI transformation needs among SMEs, training specialized personnel, supporting data collection, processing, and utilization, providing education and consulting, and supporting demonstration and pilot projects.
If this bill is passed, it is expected that barriers to AI adoption for SMEs will be lowered and the digital competitiveness of the entire industry will be strengthened. In particular, with the establishment of a dedicated support system centered around the Korea Small Business Corporation (KOSBC), local SMEs are expected to experience tangible benefits.
Representative Koo Ja-geun stated, “The transition to artificial intelligence is no longer a choice but a matter of survival, yet SMEs still face significant difficulties in terms of manpower, data, and technology.” He added, “We must establish a systematic national support framework to enable SMEs to leverage AI to enhance productivity and competitiveness.”
