【브레이크뉴스 대구】진예솔 기자=국민의힘 구자근 국회의원(경북 구미시갑)이 구미국가산업단지(4단지)에 소재한 구미코의 용도변경이 가능해진 것에 대해 환영의 뜻을 밝혔다.

2010년 개관한 구미코는 일반공업지역에 건립된 산업시설로 문화예술행사와 상업, 판매행위를 할 수 없었다. 

이로 인해 각종 행사, 전시에 참석한 방문객들이 이용할 수 있는 식당, 카페, 편의점 등의 공간을 설치할 수 없어 불편함이 상당했다.

이에 구자근 의원은 김장호 구미시장과 함께 산업통상자원부 담당자들을 직접 만나고 설득하는 등 용도변경을 위한 각고의 노력을 기울여왔다.

구자근 의원은 200여억 원에 달하는 개발부담금을 해결하기 위해 ‘산업집적활성화 및 공장설립에 관한 법률 일부개정법률안’을 대표발의했다.

국가·지방자치단체 및 산업단지 관리기관이 직접 시행하는 산업단지구조고도화사업에 대해 개발이익 재투자 의무를 면제하도록 하는 것이 골자로 해당 법안의 통과로 구미코 부지와 시설물 용도변경이 탄력을 받게 됐다.

이후 구미시와 국토부 산하 부산지방국토관리청 간의 협의를 거쳐 후속 절차들이 올해 1월 완료됐다.

구자근 의원은 “복합문화공간으로 구미코의 경쟁력이 강화될 것으로 기대된다”며 “다양한 행사준비, 편의시설 마련과 함께 방문객 수요도 늘어날 것이므로 주차장 확보, 교통시설 점검 등에 박차를 가해야 할 것이다”고 말했다.

Accordingly, Rep. Koo Ja-geun, together with Gumi Mayor Kim Jang-ho, made great efforts to change the use, such as directly meeting officials from the Ministry of Trade, Industry and Energy and persuading them.

Rep. Koo Ja-geun proposed the ‘Partial Amendment to the Act on Activation of Industrial Complexes and Establishment of Factories’ to resolve the development burden of approximately 20 billion won.

The gist of the bill is to exempt the obligation to reinvest development profits for industrial complex structure improvement projects directly implemented by the state, local governments, and industrial complex management agencies, and the passage of the bill has given momentum to the change of use of the Gumi-ko site and facilities.

Subsequently, the follow-up procedures were completed in January of this year after consultations between Gumi City and the Busan Regional Land Management Office under the Ministry of Land, Infrastructure and Transport.

Rep. Koo Ja-geun said, “It is expected that Gumi-ko’s competitiveness will be strengthened as a multi-cultural space,” and “As we prepare for various events and provide convenience facilities, the number of visitors will also increase, so we should spur efforts to secure parking lots and inspect transportation facilities.”
