수출입은행은 과거 2016년 구미·원주·여수·창원 등의 지역출장소 폐쇄를 추진했으나 지역 정치권과 경제계의 반발에 부딪혀 2019년 계획을 전면 철회한 바 있다. 하지만 최근 또다시 ‘공공기관 혁신 가이드라인’에 따라 구미를 비롯한 지역출장소들의 폐쇄를 재추진해 논란을 불러일으킨 바 있다. 

이 가운데 앞서 구자근 의원은 윤희성 한국수출입은행장과의 면담을 통해 구미출장소 폐쇄 계획안은 수출 강화를 위한 윤 대통령의 국정운영 기조와 맞지 않고 기업들의 수출지원에도 문제가 많아 전면철회되어야 한다고 촉구한 바 있다.

뿐만 아니라 구 의원은 지난 11월 7일에도 추경호 부총리 겸 기재부 장관에게도 공공기관 혁신 관련 한국수출입은행의 지방 출장소 폐쇄계획안을 변경할 것을 촉구했다.

구자근 의원은 “구미지역은 내륙 최대 규모의 국가산업단지를 보유하고 있고, 수출액 기준 178억불로 전국 7위 도시에 해당하는데도 불구하고 현재 구미출장소로 운영하고 있는만큼, 수출지원 서비스 강화를 위해 출장소 폐쇄가 아닌 구미지점으로 격상해야 한다.”고 주장했다.

이 가운데 구미에 반가운 소식이 들여왔다. 기재부는 12월 26일, 공공기관 기능조정 및 조직·인력 효율화 계획 확정을 통해 공공기관 정원의 △12,442명(공공기관 전체 정원 44.9만명의 △2.8%)을 감축하고, 유사·중복 사업 정리, 지방·해외조직 효율화 등과 함께 기업서비스 지원 등의 필요성이 인정되어 수은의 지방출장소의 존치가 결정되었다. 

현재 수은 구미출장소의 경우 구미시를 포함한 경북 지역 11개 시·군을 관할하고 있으며, '21년말 기준 해당 관할지역 기업 들의 수출금액은 약 283억불로 전체 경상북도 소재 기업의 약 59.1%를 차지하고 있다. 

또한 수출입은행 구미출장소는 2013년 설치 이후 현재까지 지역 수출입 관련 자금대출업무와 해외투자 및 해외수입자에 대한 정보 제공 등을 통해 구미를 포함한 김천, 상주 등 경북지역 수출경쟁력 강화에 크게 기여하고 있으며, 2021년 기준 39개 기업 앞 1,980억원을 지원하는 등 지원 규모를 늘려 오고 있다. 

구자근 의원은 “기재부의 수은 지방출장소 폐쇄철회 결정에 적극 환영하며, 윤석열 정부의 경제정책 기조에 맞게 기업활동 지원과 공공서비스 지원을 위해서는 구미지점 설치가 필요한만큼 앞으로 적극 추진방안을 모색하겠다.”고 밝혔다.

Currently, Mercury Gumi Branch Office has jurisdiction over 11 cities and counties in North Gyeongsang Province, including Gumi City.
