【브레이크뉴스 대구】이성현 기자=제 142회 아시아포럼 릴레이 정책 토론회에 참석한 김장호 구미시장은 구미를 대표하는 축제로 자리 매김한 ’라면 축제‘를 세계인이 함께하는 글로벌 축제로 만들겠다는 포부를 밝혔다. 또, 단순히 ’라면’만을 소재로 하는 축제가 아닌 면까지 한데 묶어 세계적 면 축제로 도약시키겠다는 구상도 밝혔다. 

구미 라면 축제의 2026년도 공식 명칭에는 ‘원조’와 ‘명품’이라는 단어가 삽입된다. 구미에서 흥행에 성공하자, 다른 지자체들이 앞 다퉈 ‘라면 축제’를 개최하고 있는 데 따른 조치다.

세계적 축제로 즐기기 위해 올해부터는 유명 유투버들을 구미로 불러들일 예정이다. 구미 라면 축제를 알리고 공유하는 것에서부터 글로벌 축제로의 발돋움이 시작되는 것이라고 김 시장은 밝혔다. 

이날 현장에서 소개된 밀가리는 밀가루의 경상도 발음으로, 구미 농가에서 밀을 재배하고 수확해 직접 제분까지 한뒤, 이를 빵집에 제공한다. 밀가리는 구미만의 토종 밀가루인 셈이다. 

경상도에서는 국수를 국시라 부른다. 우스갯소리로  밀가루로 만든 음식은 국수로, 밀가리로 만든 음식은 국시라고 경상도는 통칭한다. 밀가리에 대한 애정어린 표현이다.

김 시장의 밀가리에 대한 애정은 제분 시설을 직접 구미에 설치할 정도로 남다르다. 구미시는 터키에서 제분 기술을 배워오고, 제분기 역시 직접 수입해 우리나라 3번째 밀가루 제분 시설을 갖췄다.

구미시가 이렇듯 밀가리에 애정을 쏟는 이유는 건강한 밀가리를 직접 생산해 구미시만의 명품 빵집, 대형 프랜차이즈를 이겨낼 수 있는 동네 빵집, 구미 이름으로 명품 프랜차이즈를 만들어내기 위함이다. 우리나라의 밀가루는 거의 대부분 수입에 의존한다. 때문에 자연스럽게 방부제가 섞인다.

밀가리를 통해 기존 수입품에 대한 국민적 시각에도 변화가 기대된다. 구미 밀가리가 완벽한 로컬푸드라는 점에서 앞으로의 경쟁력도 기대된다. 김 시장은 ”밀가리를 더욱 확산시켜 향후  면 축제와도 연동시킬 것“이라며 거듭 '라면과 면'의 글로벌 경쟁력을 강조했다.

취수원 문제와 관련해서는 냉소적인 반응을 보였다. 홍준표 대구시장의 일방적 협의 파기 등으로 불편했던 심경이 그대로 노출됐다. 원수 취수지에 대한 변동도 예고됐다. 김 시장은 당초 해평 취수원 쪽에서 위로 더 올라간 감천 인근을 새로이 지목했다. 공항이 들어설 의성과 상주의 지하 취수와 공단, 그리고 구미 등 인근 모든 도시에의 원수 공급이 더 수월하고 수질도 낫다는 이유에서다. 

대구시가 제안했던 지원 내용에 대하여는 전면적인 재검토가 불가피할 것으로 보인다. 김 시장은 ”대구시가 협약시 제시했던 100억 원 은 트릭이 아닌지 의문이 든다. 그 수계기금이라는 것이 경북의 지자체가 낸 거 아니냐“며 ”대구시가 낸 기금으로 주어야 하는 것 아니냐“고 의문을 나타냈다. 

KTX 관련 내용도 ”정부가 노력해야 할 문제다. 국가 산업 차원의 이야기를 대구시와 경상북도가 도와줄 수는 있을지언정 책임딜듯이 약속할 수는 없다. 설득력이 떨어지는 하나마나한 이야기다. 전체적으로 협약 내용이 부실하다“고 주장했다.

윤석열 대통령의 계엄, 그리고 탄핵에 대하여도 그는 서슴없이 발언을 이어갔다. 김 시장은 ”계엄은 분명 잘못된 게 맞다“면서도 ”그러나 탄핵까지 이어질 사안이라고는 보지 않았다“고 말했다.

또 이승환씨 콘서트 대관 취소에 관하여도 그는 ”당시 사회적, 정치적 상황에 의거 이승환씨가 정치적 발언으로 괜한 논란이 있을 수 있다는 우려에 따라 여러 전문가들이 1차 회의를 했고, 간단하게 우려되는 부분에 대하여 이 씨측에 우려를 전달했지만, 아무런 조치들이 취해지지 않았다. 결국 2차 회의에서 대부분의 전문가들 입장이 바뀌어 취소 결정이 내려진 것이다. 결단코 독단적 결정이 아니다“라고 강조했다.

그러면서 ”모든 행사는 안전 유무를 놓고 취소 여부를 가린다. (주민들의)안전이 최우선으로 담보되어야 한다. 이씨 대관 취소 역시 당시 정치적, 사회적 상황으로 보아 안전에 우려되는 부분이 있어 취소된 것“임을 거듭 강조했다.

Attending the 142nd Asia Forum Relay Policy Discussion, Gumi Mayor Kim Jang-ho expressed his ambition to transform the "Ramen Festival," which has established itself as Gumi's representative festival, into a global festival that people from all over the world can participate in. He also unveiled a plan to expand beyond simply focusing on "ramen" to include noodles, transforming the festival into a world-class noodle festival.

The official name of the 2026 Gumi Ramen Festival will include the words "original" and "luxury." This change comes after the success of the festival in Gumi, prompting other local governments to compete with each other in hosting their own ramen festivals.

To further enhance the festival's global appeal, Gumi plans to invite renowned YouTubers to the festival starting this year. Mayor Kim stated that promoting and sharing the Gumi Ramen Festival will be the starting point for its global expansion.

The word "milgari," introduced at the event, is a Gyeongsang-do pronunciation of "flour." Gumi farmers grow and harvest wheat, mill it, and then supply it to bakeries. Milgari is a native wheat flour variety unique to Gumi.

In Gyeongsang Province, noodles are called guksi. Jokingly, in Gyeongsang Province, dishes made with wheat flour are called guksu, while dishes made with milgari are also called guksi. This is a loving expression for milgari.

Mayor Kim's love for milgari is so profound that he even built his own flour milling facility in Gumi. Korea relies almost entirely on imported wheat flour, which naturally leads to the inclusion of preservatives.

Gumi learned milling technology from Turkey and imported its own flour mill, establishing the third flour milling facility in Korea. Gumi's dedication to milgari stems from its desire to produce healthy milgari directly, creating its own premium bakeries, neighborhood bakeries that can compete with large franchises, and premium franchises that bear the Gumi name.

Milgari is expected to change the public's perception of existing imported products. As a perfectly local food, Gumi milgari holds promise for future competitiveness. Mayor Kim repeatedly emphasized the global competitiveness of ramen and noodles, saying, "We will further expand the wheat harvest and link it to the future noodle festival."

Regarding the water source issue, Mayor Kim displayed a cynical response. He clearly expressed his discomfort with Daegu Mayor Hong Joon-pyo's unilateral breach of agreement. Changes to the source of the water were also anticipated. Mayor Kim initially designated the area near Gamcheon, further upstream from the Haepyeong source. He argued that this would facilitate better water supply and better quality for nearby cities, including underground water intake in Uiseong and Sangju, where the airport will be built, industrial complexes, and Gumi.

A comprehensive review of the support proposed by Daegu City appears inevitable. Mayor Kim questioned, "Isn't the 10 billion won Daegu City proposed in the agreement a gimmick? Isn't that water system fund provided by the local government in North Gyeongsang Province?" and expressed his doubts, asking, "Shouldn't it be provided by Daegu City?"

Regarding the KTX issue, he argued, "This is an issue the government must address. While Daegu City and North Gyeongsang Province can assist with national industry-level issues, they cannot promise responsibility. It's a hollow argument that lacks persuasive power. The overall content of the agreement is inadequate."

He also spoke openly about President Yoon Seok-yeol's martial law and impeachment. Mayor Kim stated, "Martial law was clearly wrong," but added, "I didn't see it as something that would lead to impeachment."

Regarding the cancellation of Lee Seung-hwan's concert, he emphasized, "Given the social and political climate at the time, there were concerns that Lee Seung-hwan's political statements could spark unnecessary controversy. Several experts held a first meeting and briefly expressed their concerns to Lee's side. However, no action was taken. Ultimately, the second meeting resulted in a change in the majority of experts' positions, leading to the cancellation decision. This was by no means an arbitrary decision."

He reiterated, "All events are canceled based on safety concerns. (Residents') safety must be the top priority. The cancellation of the Lee family's coronation was also due to safety concerns, given the political and social circumstances at the time."
