번영과 풍요의 상징인 토끼의 해를 맞아 41만 시민 모두의 가정에 건강과 행복이 함께하시고, 우리 구미가 토끼처럼 껑충 도약하는 한 해가 되기를 진심으로 기원합니다.

올해는 2022년 6·1지방 선거를 통해 출범한 민선 8기 구미시정이 본격적인 궤도에 오르는 중요한 해입니다. 구미 재도약을 바라는 시민들의 염원과 믿음에 보답하고자 구미의 변화와 혁신을 위한 로드맵을 만들고 쉼 없이 달려왔습니다.

시민 여러분께서 힘을 모아주신 덕분에 구미시는 6개월이라는 짧은 시간 동안 가시적인 성과를 이루어냈습니다. SK실트론, LG이노텍 등 8개사 2조 억원 규모의 대규모 투자유치를 이끌어냈고, 반도체, 방산, 메타버스 등 4차 산업혁명을 이끌어갈 만반의 준비도 해나가고 있습니다. 동북권 메타버스 허브 구축사업 180억, 지능형교통체계(ITS)사업 50억, 농산물산지유통센터 40억, 이차전지 육성 거점센터 250억 등 다양한 분야의 국도비를 확보했고, 사상 첫 예산 2조 원대를 열며 지속가능한 성장기반을 확충했습니다. 

구미시정에도 많은 변화가 있었습니다. 굿모닝 수요특강, 스탠딩결재와 스탠딩 간부회의, 적극행정 우수공무원 파격 인센티브 등의 혁신 시스템을 도입해 확고한 의지로 혁신 또 혁신하고 있습니다.

이를 위해 다음 일곱 가지 과제에 주력하고자 합니다.

첫째, K-신산업 중심지로 도약하는 자생적 경제혁신 도시를 조성하겠습니다. 통합신공항 시대를 대비한 반도체, 방산 등 미래 신산업을 육성하고 투자유치 30조 시대를 확실히 준비하겠습니다. 동북권 메타버스 허브 구축, 방위산업 네트워크 지원, 구미국방벤처센터 기술이전 지원 등 혁신성장 생태계 구축을 통한 지속가능한 성장기반을 마련할 것입니다. 

둘째, 활기찬 골목과 웃는 소상공인은 구미경제의 뿌리입니다. 행복한 로컬 경제로 희망찬 구미경제를 만들어 가겠습니다. 전국 최초로 카드 단말기 이용료를 지원하고 공공배달앱 먹깨비 활성화 지원, 소상공인 특례보증 및 이차보전 등 소상공인 경쟁력 강화 및 골목상권 활성화를 통해 지역경제 활성화를 추진하겠습니다. 

셋째, 명품 정주여건으로 인구 활력 도시를 완성하겠습니다. 지역 주민의 오랜 숙원사업이었던 역후광장 지하 주차장 개방, 금리단길 공공 와이파이 구축, 중앙로 1번 도로 지중화 사업 추진 등 원도심 공간혁신을 통해 도시의 자생적 성장기반을 마련하겠습니다. 상습 정체구간인 송림네거리 등에 입체교차로를 설치하고, 통합신공항 연계 도로망을 확충해 사통팔달 교통망을 구축하겠습니다. 금오천 일원 야간경관 개선사업, 총사업비 391억원을 들여 구미산단을 친환경·저탄소 산단으로 탈바꿈하는 에너지자급자족 인프라 구축사업 추진 등 지속가능한 도시 기반을 구축할 것입니다. 

넷째, 활기찬 낭만이 넘치는 문화관광 매력 도시로 한 단계 도약하겠습니다. 구미의 브랜드 가치를 높여준 라면축제와 푸드 페스티벌 성공에 이어 구미에서 즐거울 락(樂) 상설공연, 캠핑 페스티벌 등 차별화된 문화와 특색 있는 관광 산업으로 문화도시의 위상을 높여가겠습

니다. 특히 올해 4월, 6만여 명의 전국 생활체육 동호인과 관람객들이 방문할 것으로 예상되는 전국생활체육대축전과 2만여 명의 선수단이 참가하는 2024년 경북도민체육대회를 완벽하게 준비해 2025년 제26회 아시아육상경기선수권대회까지 그 열기를 이어갈 수 있도록 준비에 만전을 다하겠습니다.

다섯째, 두텁게 보호받고, 촘촘히 챙김받는 따뜻한 동행 도시가 될 수 있도록 세심한 행정을 펼치겠습니다. 올해는 민선 8기 공약사업이었던 '구미시 365 소아 청소년 진료센터'와 '진학진로센터'가 문을 엽니다. 우리 아이들이 평일 야간과 주말에 아프더라도 찾아갈 수 있는 진료센터 운영으로 부모님들의 시름을 덜어드리고, 국내 최고 수준의 진로진학센터를 설치해 진로와 교육 문제로 청소년들이 구미를 떠나지 않도록 든든하게 뒷받침하겠습니다.

여섯째, 청년의 희망이 되는 농촌, 첨단디지털 농업특화도시로 농업·농촌의 가치를 지켜가겠습니다. 농촌이 잘 살아야 선진국입니다. 올해 농촌예산을 역대 최대비율인 9.8％(1천483억 원)를 배정했고, 다목적 농촌용수개발사업 374억 원의 국비를 확보해 산동읍과 장천면 전 지역에 농업용수를 안정적으로 공급할 수 있게 되었습니다. 농업혁신 생태계 조성으로 농가경영 및 소득 안정화를 실현하고, 농업을 이끌어갈 청년을 키워낼 것입니다. 이와 함께 스마트 팜, 디지털농업의 미래성장 산업화를 앞당기고 도시와 농촌이 함께 잘 사는 균형발전을 이루겠습니다.

끝으로 일곱 번째, 낡은 행정 규제 혁파로 변화 그 이상의 시정혁신을 이루겠습니다. 원스탑 투자유치 맞춤형 서비스 지원 등 기존의 관례를 깨고 새로운 시도를 통해 변화를 이루고 있습니다. 올해도 납세자 중심의 맞춤형 납세 편의 서비스 제공, 인허가 혁신 프로세스 운영 등 불필요한 행정절차를 개선해 시민 만족도를 높이겠습니다.
