【브레이크뉴스 대구】진예솔 기자=6월 3일 치러지는 전국 동시지방선거를 앞두고 기초단체장들의 행정 마인드가 어느 때보다 중요한 화두로 떠올랐다.

 특히 대구·경북 지역에서는 오랜 기간 ‘보수 텃밭’으로 불려온 국민의힘이 정권을 넘겨주는 과정에서 지역민을 대표하는 단체장들의 역할이 얼마나 막중한지 다시 한 번 절감하고 있다. 이번 6월 지방선거를 준비하는 각오가 남다를 수밖에 없다.

누구나 선거에 출마할 수 있지만, 모두가 당선의 영광을 안을 수 있는 건 아니다. 결국 지역에 맞는 행정 철학과 이를 실현할 역량을 갖춘 인물이 선택받는다. 

이에 본지는 다양한 분야의 질문으로 이번 선거에 나선 후보들의 행정 철학을 검증하고, 유권자들에게 신중한 선택을 할 수 있도록 기획 인터뷰를 마련했다.<편집자 주>

“청년이 돌아오는 달서, 숫자로 증명하겠다”

대구 최대 인구를 가진 달서구는 지금 정체와 고령화라는 이중 과제에 직면해 있다. 외형상 규모는 유지하고 있지만, 청년층 유출과 산업 활력 저하는 점점 뚜렷해지고 있다. 김용판 달서구청장 출마예정자는 이 위기의 본질을 ‘단절과 노후화’로 진단했다. 그는 “일터와 삶, 문화가 분리된 낡은 도시 구조가 청년을 떠나게 만들었다”며 “달서의 변화를 말이 아닌 수치로 증명하겠다”고 강조했다.

“인구 위기의 본질은 단절… 해법은 청년 순유입”

김 후보는 달서구 인구 구조 변화의 핵심 원인으로 과거의 ‘직주 분리’ 모델을 지목했다. 성서산업단지를 중심으로 일자리는 존재하지만, 즐길 문화와 머물 주거 환경이 뒷받침되지 못하면서 청년들에게 매력적인 도시가 되지 못했다는 것이다. 특히 40년 가까이 된 성서산단의 노후화된 이미지가 청년층의 심리적 기피 요인으로 작용했다고 진단했다.

그는 임기 4년 동안 달서구정의 최우선 성적표로 ‘2030세대 순유입률’을 제시했다. 단순한 인구 감소 방어가 아니라, 청년이 스스로 찾아오는 구조를 만들겠다는 의미다. 김 후보는 “청년이 돌아와야 기업이 살아나고, 출산율과 지역 소비도 함께 회복된다”며 “활력 있는 젊은 달서를 반드시 수치로 입증하겠다”고 말했다.

“성서산단, 회색 공단에서 미래 산업의 심장으로”

달서구 경제의 축인 성서산업단지 침체에 대해 김 후보는 ‘하이브리드 혁신’을 해법으로 제시했다. 기존 제조업과 신산업을 이분법적으로 나누지 않고, 제조업의 스마트화와 신산업 유치를 병행하겠다는 구상이다.

우선 기계·금속 중심의 기존 제조업에 AI와 로봇 기술을 결합해 고부가가치 스마트 제조 산단으로 전환하겠다고 밝혔다. 동시에 유휴 부지를 활용해 미래모빌리티, 반도체, 로봇, ABB, 헬스케어 등 대구 미래 산업을 집중 유치해 산업 생태계를 확장하겠다는 계획이다. 그는 이를 위해 성서산업공단의 명칭과 위상부터 ‘DS밸리(Daegu Seongseo Smart Valley)’로 재정립하겠다고 강조했다.

김 후보는 구청장이 직접 책임질 산업·일자리 정책으로 △산단 일부를 업종 규제가 대폭 완화된 네거티브 규제 존으로 전환 △직·주·락이 결합된 산단 환경 조성 △구청 주도의 인재 매칭 시스템 구축을 제시했다. “행정에 머무는 구청장이 아니라, 법과 규제를 바꿔 판을 바꾸는 구청장이 필요하다”는 것이 그의 설명이다.

“달서 어디에 살아도 일류 시민의 자부심을”

달서구 내부 생활권 격차 해소에 대해서는 권역별 맞춤 전략을 내놨다. 용산·성서권은 구청 주도의 리모델링 시범단지 지정과 스마트 타운 조성을 통해 주거 가치를 끌어올리고, DS밸리 프로젝트와 주거지를 유기적으로 연결하겠다는 구상이다.

상인·월성권은 월광수변공원을 체험형 레저 명소로 조성하고, 상인역 일대 상권 활성화를 위해 상인고가도로 철거도 검토해야 한다는 입장을 밝혔다. 진천·월암권은 대구수목원과 도시철도 차량기지 후적지를 활용해 청소년·가족 중심의 대규모 친환경 복합 문화 공간을 조성하겠다고 했다.

“재개발 갈등, 행정은 신뢰의 보증인이어야”

재개발·재건축 과정에서 반복되는 주민 갈등에 대해 김 후보는 행정의 역할을 ‘신뢰의 보증인’으로 규정했다. 갈등의 근본 원인을 정보 불신과 재산권 침해 인식에서 찾고, 단순 중재를 넘어 초기 단계부터 주민과 함께하는 구조가 필요하다고 강조했다.

당선 시 구청장 직속 ‘존중·소통 전담조직’을 설치해 갈등 현장에 전문가가 상시 개입하는 체계를 만들겠다고 밝혔다. 정기적인 ‘구청장과 함께하는 대민원의 날’을 통해 구청장이 직접 주민을 만나겠다는 계획도 내놨다.

“두류공원은 개발이 아닌 생활의 정원으로”

김 후보는 두류공원을 달서구의 핵심 자산으로 꼽으며, 대규모 토목 개발보다는 생활 밀착형 개선을 강조했다. 두류공원을 국가도시정원으로 지정하고, 대구시 신청사와 유기적으로 연결해 행정·문화·휴식이 결합된 시민 공간으로 조성하겠다는 구상이다.

아울러 학산, 월광수변공원, 와룡산 등 녹지 축을 따라 명품 산책로와 스마트 쉼터를 확충해 ‘집 앞에서 누리는 정원 도시 달서’를 실현하겠다고 밝혔다.

“베드타운을 넘어 자족형 대구 중심으로”

김 후보는 달서구가 베드타운 이미지에서 벗어나기 위해서는 양질의 일터와 문화가 함께 자리 잡아야 한다고 강조했다. 성서산단을 DS밸리로 전환해 경제 자립의 기반을 만들고, 신청사–두류공원–도시철도 후적지를 잇는 문화·행정 축을 조성해 대구의 중심축을 달서권으로 옮겨오겠다는 전략이다.

그는 이를 통해 ‘직·주·락’을 넘어 ‘정·주·락’이 완성된 콤팩트 시티 모델을 구현하겠다고 말했다.

“정치력이 있어야 달서의 몫을 관철할 수 있다”

김 후보는 달서구의 목소리가 대구시 정책 결정 과정에서 충분히 반영되지 못한 이유로 정치력의 부재를 들었다. 구청장이 시청과 대등하게 협상하고, 국회의원들과 원팀을 이뤄야 달서의 이익을 관철할 수 있다는 것이다.

그는 △대구시 신청사의 흔들림 없는 건립 △DS밸리의 대구시 1순위 전략 자산화 △신청사 연계 스마트 교통망 확충을 반드시 관철시키겠다고 밝혔다. “시청의 눈치를 보는 구청장이 아니라, 시청이 가장 까다롭게 대하는 구청장이 되겠다”는 말로 각오를 대신했다.

“예산은 소모가 아닌 미래의 씨앗”

재정 여건이 녹록지 않은 상황에서 김 후보는 선택과 집중의 기준으로 △청년·일자리에 대한 미래 투자 △교통 인프라 개선 △생활 밀착형 문화·레저 △존중과 소통 중심의 행정 시스템을 제시했다. 자체 재정의 한계는 중앙정부 국비와 대구시 예산 확보로 보완하겠다는 입장이다.

김 후보는 “재정이 어렵다는 말 뒤에 숨지 않겠다”며 “정치적 중량감으로 예산의 판을 키워 달서의 대전환을 완결하겠다”고 말했다.

"Seongseo Industrial Complex: From a Gray Industrial Complex to the Heart of Future Industries"

Responding to the stagnation of the Seongseo Industrial Complex, a pillar of Dalseo District's economy, Candidate Kim proposed "hybrid innovation" as a solution. Rather than dichotomizing existing manufacturing and new industries, he envisions simultaneously promoting the smartization of manufacturing and attracting new industries.

First, he announced plans to transform existing manufacturing, centered on machinery and metal, into a high-value-added smart manufacturing complex by incorporating AI and robotics technologies. Simultaneously, he plans to utilize idle land to attract future industries, such as future mobility, semiconductors, robotics, ABB, and healthcare, to Daegu's industrial ecosystem. He explained, "We need a district mayor who is not merely administrative, but who can change the game by changing laws and regulations."

To address the disparity in residential areas within Dalseo District, he proposed a customized strategy for each region. The Yongsan-Seongseo area will be designated as a district-led remodeling pilot complex and the development of a smart town to enhance residential value. This will organically link the DS Valley project with residential areas.

The Sangin and Wolseong districts expressed their position that Wolgwang Waterside Park should be developed into an experiential leisure destination and that the demolition of the Sangin Overpass should be considered to revitalize the commercial district around Sangin Station. The Jincheon and Wol-am districts announced plans to utilize the Daegu Arboretum and the former site of the subway depot to create a large-scale, eco-friendly cultural complex centered on youth and families.

"Redevelopment Conflicts: Administration Must Be a Guarantor of Trust"

Regarding the recurring conflicts among residents during redevelopment and reconstruction, candidate Kim defined the role of the administration as a "guarantor of trust." He identified the root causes of conflicts as mistrust of information and the perception of property rights infringement, emphasizing the need for a structure that goes beyond simple mediation and involves residents from the early stages.

If elected, he announced that he would establish a "Respect and Communication Team" directly under the district mayor, ensuring that experts will constantly intervene in conflict situations. He also proposed a plan for the district mayor to personally meet with residents through regular "Communication Days with the District Mayor."

"Duryu Park: A Garden for Living, Not Development"

Candidate Kim highlighted Duryu Park as a key asset for Dalseo-gu, emphasizing improvements closely aligned with daily life rather than large-scale civil engineering development. He envisions designating Duryu Park as a national urban garden and organically linking it with the new Daegu City Hall to create a civic space that combines administration, culture, and relaxation.

He also announced plans to expand premium walking trails and smart rest areas along green corridors like Haksan Mountain, Wolgwang Waterside Park, and Waryongsan Mountain, realizing the vision of "Dalseo, a Garden City Enjoyed at Your Doorstep."

"Beyond a Bedtown, Centering on a Self-Sufficient Daegu"

Candidate Kim emphasized that for Dalseo-gu to shed its image as a bedtown, quality jobs and culture must coexist. His strategy is to transform the Seongseo Industrial Complex into DS Valley, laying the foundation for economic independence. He also aims to shift Daegu's central axis to the Dalseo area by establishing a cultural and administrative axis connecting the new city hall, Duryu Park, and the remaining subway site.

He stated that through this, he would realize a compact city model that transcends the "work-home-lounge" concept and achieves "settlement-home-lounge."

"Political power is necessary to secure Dalseo's share."

Candidate Kim cited a lack of political power as the reason Dalseo District's voice has not been fully reflected in Daegu City's policymaking process. He argued that the district mayor must negotiate on equal footing with City Hall and form a unified team with National Assembly members to secure Dalseo's interests.

He declared his commitment to ensuring the unwavering construction of the new Daegu City Hall, the transformation of DS Valley into Daegu's top strategic asset, and the expansion of the smart transportation network connected to the new building. He expressed his determination by saying, "Instead of being a district mayor who is concerned about City Hall's wishes, I will be the district mayor who City Hall treats with the utmost rigor."

"The budget is not a consumption, but a seed for the future."

Amidst challenging financial conditions, candidate Kim proposed the following as criteria for selection and focus: future investment in youth and jobs, improved transportation infrastructure, culture and leisure programs closely linked to daily life, and an administrative system centered on respect and communication. He stated that he would compensate for the limitations of his own finances by securing funds from the central government and the Daegu city budget.

Candidate Kim stated, "I will not hide behind the argument that our finances are difficult. I will use my political clout to expand the budget and complete Dalseo's transformation."
