이번 간담회는 청년 당사자의 목소리를 직접 듣고 기존 정책의 한계를 점검하기 위해 마련됐다. 참석자들은 ▲불안정한 고용 형태 ▲낮은 초임 ▲수도권과의 임금 격차 ▲경력 개발의 불확실성 ▲중소기업 취업 정보 부족 등을 주요 애로로 제시했다. “지역에 남고 싶지만 안정적인 일자리가 없다”, “장기 근속이 가능할지 확신이 없다”는 의견도 이어졌다. 단기 지원금보다 안정적인 고용 구조와 체계적인 경력 설계가 필요하다는 지적이 많았다.

김 예비후보는 청년 고용을 기업에만 맡겨온 기존 구조가 문제라며, 이를 전환하기 위한 ‘경북형 청년 인재 뱅크’ 공약을 제시했다. 경상북도와 시·군이 청년을 직접 고용해 교육·훈련을 거쳐 중소기업에 배치하고, 사후관리까지 책임지는 ‘사회적 고용 시스템’을 도입하겠다는 구상이다.

그는 이 제도가 시행되면 기업은 초기 채용 부담을 줄이고, 청년은 안정적인 신분 속에서 경력을 쌓을 수 있다고 설명했다. 재원은 기존 청년 관련 예산을 통합·재구조화해 마련하고, 지자체가 기본 수당을 지급하고 기업이 근무수당을 분담하는 방식으로 설계해 재정 효율성을 높이겠다는 계획이다. 이를 통해 단기 현금 지원 중심 정책에서 지속 가능한 취업 중심 정책으로 전환하겠다고 밝혔다.

김 예비후보는 1단계로 1천 명을 대상으로 시범 실시한 뒤 성과를 분석해 장기적으로 2만 명 규모까지 확대하겠다고 제시했다. 청년 유출과 중소기업 인력난, 지역 소멸 문제를 동시에 완화하는 구조적 대안이라는 설명이다.

그는 “청년이 떠나지 않고, 다시 돌아오고 싶은 경북을 만들겠다”며 향후 권역별 청년 간담회를 이어가 정책을 보완하겠다고 밝혔다.

한편 김 예비후보는 같은 날 은해사와 직지사, 사명대사공원 등을 방문해 지역 유권자들과 만날 예정이다.

Candidate Kim identified the current structure, which has left youth employment solely to businesses, as a problem and presented his "Gyeongbuk-style Youth Talent Bank" pledge to transform this. The plan is to introduce a "social employment system" where Gyeongsangbuk-do Province and cities and counties directly hire young people, provide them with education and training, place them in small and medium-sized enterprises (SMEs), and take responsibility for their aftercare.

He explained that this system, once implemented, will reduce the initial hiring burden for companies and allow young people to build their careers in a stable position. The funding will be secured by consolidating and restructuring existing youth-related budgets. Local governments will pay basic allowances, while companies will share the overtime allowance, increasing financial efficiency. This will shift the focus from short-term cash assistance to a sustainable employment-focused policy.

Candidate Kim proposed a pilot program with 1,000 people in the first phase, with the goal of analyzing the results and expanding the program to 20,000 people in the long term. He described this as a structural solution that simultaneously alleviates youth outflow, SME labor shortages, and regional extinction.

He stated, "We will create a Gyeongsangbuk-do where young people want to stay and return," and announced plans to continue holding regional youth forums to refine the policy.

Meanwhile, preliminary candidate Kim plans to visit Eunhaesa Temple, Jikjisa Temple, and Samyeongdaesa Park on the same day to meet with local voters.
