【브레이크뉴스 경북】진예솔 기자=김재원 국민의힘 최고위원이 2일 경북도지사 선거 출마를 공식 선언했다. 

이날 오후 2시 30분 국민의힘 경북도당에서 열린 기자간담회에서 김 최고위원은 “오늘 국회 소통관에서 출마를 선언한 데 이어, 경북도지사 출마에 대한 제 소신과 입장을 직접 말씀드리기 위해 이 자리에 섰다”고 밝혔다.

김 최고위원은 우선 대구·경북 행정통합 논의와 관련해 “제가 행정통합을 무조건 추진해야 한다는 쪽으로 입장이 완전히 바뀐 건 아니다”라며 “통합의 절차와 방식에는 여전히 신중해야 한다고 생각한다”고 말했다.

이어 “이미 우리 당은 대구경북 행정통합 특별법을 제출했고, 대전·충남과 광주·전남 통합 법안은 민주당이 올려놓은 상태다. 이제 통합 여부는 국회와 결국 이재명 정권의 선택에 달려 있다”고 짚었다.

김 최고위원은 “이런 상황에서 정치인의 역할은 통합 찬반을 외치는 것이 아니라, 통합이 되더라도 가장 성공적인 조건과 절차를 확보하는 것”이라며 “졸속으로 추진할 일이 아니고, 대구 시민과 경북 도민 모두에게 도움이 되며 행정서비스가 나아지는 방향이어야 한다”고 강조했다.

행정통합의 역사적 배경에 대해서도 언급했다. 그는 “1981년 대구가 직할시로 분리된 후 45년이 흘렀다. 당시에는 모두가 이를 반겼지만, 지금은 다시 통합이 생존 전략으로 거론되고 있다”며 “이제는 통합을 통해 무엇을 얻을 수 있는지 냉정하게 따져봐야 할 때”라고 말했다.

통합의 효과에 대해서는 “대구 취수원 이전 문제와 산업용지 부족, 도심 내 군사시설 이전 등이 있다”며 “대구는 혜택을 얻고, 경북은 대구의 과제를 함께 풀어가는 상생 구조가 가능하다”고 설명했다. 

다만 그는 “경북 도민들 사이에서는 행정 권한 집중과 지역 정체성 상실에 대한 불안이 크다”며 “경북을 더 배려하지 않는 통합은 결국 성공할 수 없다”고 못박았다.

현 경북 도정에 대한 비판도 이어졌다. 김 최고위원은 “도민들이 실제로 겪는 주요 현안에 대해 도정이 적절한 해법을 내놓지 못하고 있다”며 대구경북통합신공항 사업을 대표적 예로 들었다.

그는 “통합신공항 사업은 주민투표까지 마치고 올해 착공을 앞두고 있었지만, 예산을 하나도 확보하지 못해 사실상 중단됐다”며 “예산이 없으면 대출을 받아 착공하겠다는 발언은 정상적 행정이라 보기 어렵다”고 지적했다.

또 “예산이 편성되지 않은 국가 사업을 대출로 진행하는 방식은 존재하지 않는다”며 “이런 이야기가 반복된 것은 도정 내 견제와 통제가 제대로 작동하지 않았다는 의미”라고 꼬집었다.

산불 대응과 복구 문제도 언급했다. 김 최고위원은 “의성 단촌면 등 지난해 큰 산불로 피해를 입은 이재민들이 아직도 임시 주거지에 살고 있다”며 “여러 시군에 걸친 대형 재난은 도지사가 책임지고 챙겨야 할 일인데, 당시 도정 공백으로 도민들이 큰 상처를 입었다”고 말했다.

최고위원직 유지 논란에 대해선 “대통령직이 아닌 다른 공직 출마자는 당직 사퇴 규정이 없다”며 “예비후보 등록 시점부터는 최고위원 직무와 회의 참석을 자제하겠다”고 입장을 밝혔다.

출마 배경에 대해 김 최고위원은 “경북에서 정치를 시작했고, 경북도청에서 공직 생활도 했다. 언젠가는 경북도지사로 지역에 보탬이 되겠다는 젊은 시절 다짐을 실천할 때가 왔다고 생각한다”고 말했다.

끝으로 “앞으로 경북도지사로서 비전과 역할을 도민들께 충분히 설명드리고, 신뢰를 얻는 데 집중하겠다”고 밝혔다.

A win-win structure is possible, where Daegu benefits and Gyeongbuk collaborates on solving Daegu's challenges."

However, he asserted, "There is significant anxiety among Gyeongbuk residents about the concentration of administrative power and the loss of regional identity," and that "integration that fails to provide greater consideration for Gyeongbuk will ultimately fail."

Criticism of the current Gyeongbuk provincial administration continued. Supreme Council Member Kim stated, "The provincial government has failed to provide adequate solutions to the major issues facing residents," citing the Daegu-Gyeongbuk Integrated New Airport project as a prime example.

He pointed out, "The integrated new airport project was scheduled to begin construction this year after a referendum, but it has effectively stalled due to a lack of funding." He added, "The statement that we will begin construction with loans if there is no budget is hardly normal government."

He also criticized, "There is no way to proceed with a national project without a budget through loans," and added, "The fact that such talk has been repeated indicates a lack of proper checks and balances within the provincial government."

He also mentioned the issues of wildfire response and recovery. Supreme Council Member Kim stated, "Victims of last year's massive wildfires, including those in Danchon-myeon, Uiseong, are still living in temporary housing." He added, "Large-scale disasters across multiple cities and counties are the responsibility of the governor, but the vacuum in provincial government at the time caused great harm to the residents of the province."

Regarding the controversy surrounding his continued appointment as Supreme Council Member, he stated, "There are no regulations requiring resignation from party positions for candidates for public office other than the presidency." He added, "From the time I register as a preliminary candidate, I will refrain from performing my duties as a Supreme Council Member and attending meetings."

Regarding his background in running for office, Supreme Council Member Kim stated, "I began my political career in Gyeongbuk and also served in public office at the Gyeongbuk Provincial Office. I believe the time has come to fulfill the promise I made as a young man to one day serve the region as governor of Gyeongbuk Province."

Finally, he stated, "As governor of Gyeongbuk Province, I will fully explain my vision and role to the residents and focus on earning their trust."
