【브레이크뉴스 대구】진예솔 기자=대구 지역 노동·시민사회단체들이 대구·경북 행정통합 특별법의 졸속 추진을 강하게 비판하고, 국회의 전면 재논의를 촉구했다.

민주노총 대구지역본부와 대구시민단체연대회의 등 지역 시민·노동단체들은 23일 오전 11시 더불어민주당 대구광역시당 앞에서 기자회견을 열었다. 

이들은 “시민의 삶 전반에 영향을 미칠 수 있는 행정통합 법안이 충분한 논의 없이 지나치게 서둘러 처리되고 있다”며 우려를 표했다.

이들 단체에 따르면, 대구·경북을 비롯한 대전·충남, 광주·전남 행정통합 특별법은 지난 2월 국회에 발의된 뒤 보름 만에 행정안전위원회를 통과했다. 

현재 법제사법위원회와 국회 본회의만을 남겨둔 상태다. 법안에는 노동, 교육, 의료, 환경, 산업 등 지역민의 삶에 직결된 사안들이 총 380여 개 조항에 담겨 있다.

단체들은 “이처럼 방대한 법안이 국회 내 상임위원회에서 충분한 심의도 거치지 않았고, 지역사회 차원의 공론화 과정 역시 사실상 생략됐다”고 지적했다. 

특히 단체들은 “법안에 포함된 일부 독소조항이 ‘선 통과, 후 논의’라는 정치권 논리 속에 제대로 검증조차 받지 못하고 있다”며 “시민과 도민의 의견 수렴을 뒤로 미룬 채 밀어붙이는 행정통합은 민주주의 기본 원칙을 훼손하는 것”이라고 주장했다.

이날 기자회견을 마친 뒤 참가자들은 더불어민주당 대구시당과의 면담을 요청했다. 이에 따라 24일 오전 10시에 공식 면담을 진행할 예정이다. 

이들은 앞으로도 행정통합 추진 전 과정을 면밀히 지켜보고 적극적으로 대응할 계획임을 덧붙였다.

Labor and civil society groups in the Daegu region strongly criticized the hasty passage of the Daegu-Gyeongbuk Administrative Integration Special Act and urged a full re-discussion by the National Assembly.

Local civic and labor groups, including the Daegu Regional Headquarters of the Korean Confederation of Trade Unions and the Daegu Civic Group Solidarity Conference, held a press conference in front of the Daegu Metropolitan City Chapter of the Democratic Party of Korea at 11:00 AM on the 23rd.

They expressed concern, saying, "The administrative integration bill, which could have a significant impact on the lives of citizens, is being rushed through without sufficient discussion."

According to these groups, the special law for the administrative integration of Daegu and Gyeongbuk, as well as Daejeon and South Chungcheong Province and Gwangju and South Jeolla Province, passed the Public Administration and Security Committee just two weeks after being introduced to the National Assembly in February.

Currently, it only remains for the Legislation and Judiciary Committee and the National Assembly plenary session. The bill contains approximately 380 provisions, covering issues directly affecting the lives of local residents, including labor, education, healthcare, the environment, and industry.

The groups pointed out that "such a massive bill did not undergo sufficient deliberation in the National Assembly's standing committees, and the process of public discussion at the community level was effectively omitted."

In particular, the groups argued, "Some of the toxic provisions in the bill have not even been properly vetted due to the political logic of 'pass first, discuss later.'" They added, "Pushing through administrative integration without gathering public opinion and residents undermines the fundamental principles of democracy."

Following the press conference, the participants requested a meeting with the Daegu City chapter of the Democratic Party of Korea. An official meeting is scheduled for 10:00 AM on the 24th.

They added that they plan to closely monitor the entire administrative integration process and actively respond.
