또한 그는 “대구·경북이 가장 먼저 통합 논의를 시작했으나 국회 다수당이 문을 열어야만 가능한 일”이라며 “이번에 민주당이 문을 열었다면 이 기회에 꼭 함께 들어가야 한다”고 말했다. 이어 “이번 기회를 놓치면 다시는 이런 정치적 창이 열릴지 장담할 수 없다”며 통합의 중요성을 강조했다.

주 부의장은 지역 소멸 위기를 통합 추진의 배경으로 들었다. “대구 청년들이 매년 일자리를 찾아 외지로 떠나고 있고, 경북의 인구감소지역 지정 비율도 전국 최고 수준”이라며 “이런 상황에서는 통합이 최선의 선택”이라고 역설했다.

주 부의장은 또 통합특별시 출범 시 20조원 규모의 통합지원교부금, 2차 공공기관 이전 우선권, 교육자치 특례, 균형발전기금 설치 등 다양한 제도적 지원책도 법안에 담겼다고 전했다. 그는 “통합은 끝이 아니라 새로운 시작”이라며 “대구경북이 다시 한 번 도약할 수 있도록 모든 노력을 다하겠다”고 밝혔다.
