19일 시의회는 “권한은 줄고 절차는 소홀해졌다”며 법률의 실질적 보완이 이뤄지지 않으면 동의 철회를 포함한 단호한 대응에 나서겠다고 밝혔다.

시의회는 내부 논의를 거쳐 이번 수정안이 기존 시의회 동의 당시 전제조건과는 크게 달라졌다고 평가했다. 

당초 기대했던 중앙 권한의 대폭 이양과 안정적 재정 담보는 빠지고, 오히려 주요 조항이 취사 선택이 가능한 임의 규정으로 후퇴하면서 통합의 실효성이 떨어졌다는 지적이다.

가장 큰 쟁점은 통합의회 의원정수 문제다. 현재 안대로라면 대구 33명, 경북 60명으로 구성돼 통합 이후 대구의 영향력이 구조적으로 축소될 수 있다는 우려가 커지고 있다. 

시의회는 “통합은 대등해야 하며, 흡수가 아니다”라며 “대구와 경북이 동수로 의원정수를 맞추거나, 최소한 대등한 영향력을 보장할 제도적 장치가 마련돼야 한다”고 목소리를 높였다.

권한 이양의 실효성도 도마에 올랐다. 특별법의 취지는 초광역 행정체제로의 전환임에도 불구하고, 실제 법 조문에서는 중앙정부 권한의 지방 이양이 선언적 수준에 그쳤다는 비판이 나온다. 

재정 담보 역시 핵심 쟁점으로 부상했다. 정부와 정치권에서 ‘20조 원 지원’이 거론되고 있으나, 법안에는 재원 확보 방법이나 배분·집행 구조 등에 대한 구체적 명시가 빠져 있는 상황이다. 

이에 시의회는 “재정 지원이 선언에 그치지 않도록 법률에 최소한의 담보 장치가 필요하다”고 강조하며, 재원 배분 기준과 집행 메커니즘, 사후 평가 체계 등 실질적 제도 마련을 촉구했다.

절차적 정당성 문제도 함께 제기됐다. 시의회는 이번 수정안이 시의회와 시민에 대한 충분한 설명이나 협의 없이 국회에서 논의가 이뤄졌다고 비판했다. 시민 대표 기관으로서 숙의 과정이 생략된 점을 문제 삼으며, 공청회와 설명회 등 의견 수렴 절차를 다시 밟아야 한다는 입장이다.

대구시의회는 앞으로 국회 논의에서 요구 사항이 반영되지 않을 경우, 기존 행정통합 동의 입장을 재검토하고 강경 대응에 돌입할 가능성도 열어뒀다.

대구·경북 행정통합이 국가 차원의 초광역 행정개편 모델로 자리 잡기 위해서는, 속도보다 내용과 균형이 무엇보다 중요하다는 여론이 지역 정가 전반으로 확산되고 있다.

The Daegu City Council has strongly opposed the revised TK Administrative Integration Special Act, which passed the National Assembly's Public Administration and Security Committee.

On the 19th, the council stated that "authority has been reduced and procedures have been neglected," and that it would take decisive action, including withdrawing its consent, if substantive improvements to the law are not made.

After internal discussions, the council concluded that the revised bill represents a significant departure from the prerequisites for its original approval.

The council points out that the initially anticipated significant devolution of authority from the central government and stable financial security have been omitted, and instead, key provisions have been reduced to discretionary provisions that can be easily modified, diminishing the effectiveness of the integration.

The biggest issue is the number of members in the integrated council. Under the current plan, Daegu will have 33 members and North Gyeongsang Province 60, raising growing concerns that Daegu's influence could be structurally diminished after the integration.

The city council raised its voice, stating, "Integration must be equal, not absorption." They added, "Daegu and Gyeongbuk must have equal numbers of council members, or at least institutional mechanisms must be established to ensure equal influence."

The effectiveness of the devolution of authority has also come under scrutiny. While the special law's intent is to transition to a super-metropolitan administrative system, criticism has emerged that the actual devolution of central government authority to local governments is merely declaratory.

Financial security has also emerged as a key issue. While the government and political circles are discussing "20 trillion won in support," the bill lacks specific provisions regarding how to secure the funds or the distribution and execution structure.

Consequently, the city council emphasized, "To ensure that financial support is not merely a declaration, the law requires a minimum level of guarantee." They urged the establishment of substantive systems, including resource allocation criteria, execution mechanisms, and a post-implementation evaluation system.

Procedural legitimacy issues have also been raised. The city council criticized the amendment for being discussed in the National Assembly without sufficient explanation or consultation with the city council and citizens. They took issue with the omission of a deliberation process as a representative body of citizens, and they argued that public hearings and briefing sessions, among other procedures for gathering public opinion, should be re-enacted.

The Daegu City Council also left open the possibility of re-examining its existing position on administrative integration and adopting a hard-line stance if its demands are not reflected in future National Assembly discussions.

There is a growing consensus throughout local politics that, for the Daegu-Gyeongbuk administrative integration to become a national model for metropolitan administrative reorganization, substance and balance are paramount, not speed.
